Issues of Support for Entrepreneurs in the Waste Management Sector Discussed

During the meeting, a report was delivered by Sharifbek Hasanov, Director of the Waste Management and Circular Economy Development Agency. An analysis of the operations of 111 enterprises in the sector was presented, including 15 state-owned enterprises, 50 public–private partnership entities, five clusters and 41 alternative service providers. In line with the “Uzbekistan – 2030” Strategy, key objectives were reviewed, including increasing the share of alternative energy generated from waste to 35 percent and reducing the number of landfills by 50 percent.
To improve public satisfaction, instructions were issued to strictly adhere to waste collection schedules, strengthen the performance of call centers and online platforms, and eliminate problem areas in cooperation with the mahalla seven. In addition, 12 new incentives have been introduced in the sector and the validity period of 12 existing preferences has been extended.
The meeting also highlighted the results achieved to date: 47 landfills have been rehabilitated and closed, while 37 landfills have been equipped with electronic weighing systems and video surveillance cameras. A key innovation is that, starting from 1 January 2026, payments will be collected exclusively online, based on the actual volume of services rendered, with funds distributed through the Agency’s account in accordance with KPI-based mechanisms.
Aziz Abdukhakimov placed particular emphasis on the need to revise tariff policy, introduce separate tariffs for markets and public catering establishments, extend incentives until 2031, and establish a “green corridor” to ensure fuel supply. In connection with the integration of the debt collection system with the electricity supply system, a transition to fully online payments and the conclusion of public offer contracts with legal entities has been determined.
A working group led by Sharifbek Hasanov, Director of the Waste Management and Circular Economy Development Agency by April 2026 will conduct an analysis of enterprise activities in the Republic of Karakalpakstan, as well as in the Kashkadarya and Samarkand regions, followed by the allocation of new service areas and the organization of public awareness and outreach activities based on a “door-to-door” principle.
