The event was attended by representatives of relevant ministries and agencies, civil society institutions, including non-governmental non-profit organizations, political parties and citizens’ self-governing bodies, as well as representatives of the mass media.
It was noted that systematic efforts are underway in Uzbekistan to protect the environment, particularly to prevent atmospheric air pollution in populated areas. However, despite the measures being implemented, air pollution levels remain high. The exceptionally dry autumn of the current year, the annual reduction of water resources, as well as emissions from industrial enterprises and motor vehicles have resulted in populated areas located in environmentally vulnerable regions, including the city of Tashkent, ranking among the highest in countries with polluted ambient air. This, in turn, has a negative impact on public health and quality of life, the country’s socio-economic development and the international image of the state.
In order to mitigate these negative factors, the Government is taking important measures. In particular, on 28 November of this year, a government resolution was adopted on the introduction of the
“Environmental Transport” system.
For reference: according to medical statistics, against the background of atmospheric air pollution, Uzbekistan has recorded an increase in respiratory diseases, allergic conditions, bronchial asthma and asthmatic disorders among the population. In particular, in 2024, across the Republic, cases of respiratory and allergic diseases amounted to 11,034.8 per 100,000 population, of which 13,646.4 cases were registered among children.
The implementation of the “Environmental Transport” system is envisaged in three phases: – the first phase (2025–2027) in the city of Tashkent; – the second phase (2028–2030) in the city of Nukus and regional centers; – the third phase (2031–2034) in all other regions of the country.
The procedure for issuing environmental stickers to motor vehicles предусматривает their free issuance based on a voluntary electronic application submitted by the vehicle owner to the authorized body, as well as during the registration and re-registration of vehicles, in accordance with environmental standards determined by the results of the first free diagnostic inspection.
Through the issuance of environmental stickers, vehicles will be gradually classified into environmental categories — “clean,” “moderate” and “polluting,” indicated respectively by green, yellow and red colors.
Owners of vehicles classified under the “moderate” or “polluting” environmental categories and issued the corresponding environmental sticker are entitled, on a voluntary basis, to undergo a repeat diagnostic inspection once per year without an additional fee, with the aim of improving the vehicle’s environmental category to “clean” or “moderate” and, based on the results, receiving a new environmental sticker.
The boundaries of environmental zones are determined by local Councils of People’s Deputies based on proposals from the Ecology Committee. Within environmental zones, the movement of vehicles classified as “moderate” or “polluting” and lacking an environmental sticker is prohibited.
At the same time, citizens who have made compensation payments in the prescribed manner and amount, as well as those who permanently reside or are employed within an environmental zone, are entitled to move within these zones without restrictions or prohibitions.
At the Fayzabod Vehicle Diagnostic Inspection Center, an experimental diagnostic inspection of motor vehicles will be conducted within the framework of this system.
In conclusion, it should be noted that the phased implementation of the “Ecological Transport” system across the country through 2034 will contribute to aligning the production and operation of motor vehicles with international standards, facilitating the transition to higher-quality fuels, ensuring the environmental sustainability of populated areas and enhancing the country’s image on the international stage.
