Bakhtiyor Pulatov graduated from the Tashkent Institute of Irrigation and Reclamation in 2006, Wageningen University (the Netherlands) in 2008 and Lund University (Sweden) in 2015. He carried out academic research at Lund University at the Department of Physical Geography and Ecosystem Science and also worked at the Center for Environmental Geoinformation Systems of the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers. Over the years, he headed the branch of the Scientific Information Center of the Interstate Commission on Sustainable Development of the International Fund for Saving the Aral Sea, served as an adviser on investment and grant attraction within the system of the Committee on Ecology, and led the Research Institute for Environmental Protection and Environmental Technologies. Prior to his appointment, he served as Deputy Chair of the Committee on Ecology and Environmental Protection of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan.
In addition, in August 2024, Bakhtiyor Pulatov became a member of the International Union for Conservation of Nature (IUCN) Commission on the Climate Crisis. He holds a Doctor of Technical Sciences degree and is a Professor.
The appointment of Bakhtiyor Pulatov as Rector of Green University is regarded as an important step in the further development of the university as a leading regional research and educational center, focused on capacity building, applied research, and the promotion of scientific solutions in the field of environmental protection and climate change across Central Asia.
