On the designated 0.36-hectare area, a small park was established on the initiative of a local resident. The assessment revealed that the site had already been under the supervision of the city department of the Committee, which had been conducting regular monitoring. Previously, the area had been an unofficial dumpsite; however, thanks to the citizen’s initiative, it was cleaned and transformed to create an improved public space for local residents.
To date, 246 trees — including ornamental, fruit and shrub species — have been planted on the site. All seedlings have been registered in the electronic platform of the nationwide “Yashil Makon” programme and remain under the Committee’s oversight.
The National Committee on Ecology and Climate Change fully supports this initiative. We remind the public that, under Presidential Decree No. 199, individuals and legal entities are permitted to establish gardens along motorways and railways, as well as on available vacant land. Moreover, the decree stipulates that such proactive citizens may be granted land use rights for up to 10 years.
In this case, the creation of the park represents an important step in rehabilitating a former dumpsite. The initiator had earlier approached the local mahalla assembly with a proposal to clean the area, after which around 300 residents supported the idea and participated in a community clean-up (khashar).
In the context of ongoing efforts in Tashkent to improve air quality, such initiatives carry significant environmental value. Green spaces contribute to increased oxygen levels and create comfortable, healthy conditions for public recreation. Today, this site has already become a fully functional recreation area — one that can rightfully be considered a public green park.
The Committee will continue to support the initiative, ensure compliance with environmental requirements and encourage citizens who contribute to the expansion of green areas in the capital.
