In accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 59 dated February 8, 2025, specific measures have been identified in Tashkent and the Tashkent region to reduce emissions of smoke, dust and toxic gases into the atmosphere from the activities of greenhouse farms, industrial facilities and social institutions.
In particular, the Ministry of Ecology, Environmental Protection and Climate Change, together with the General Prosecutor’s Office and the administrations (khokimiyats) of Tashkent city and the Tashkent region, has formed working groups comprising more than 300 specialists. These groups have carried out a comprehensive inventory of greenhouse farms, industrial enterprises, construction material plants and other major producers, as well as social facilities located across the capital region.
During the inspection campaign, a total of 4,869 facilities were examined, including 595 greenhouse farms (381 in the Tashkent region and 214 in Tashkent city), 2,265 social facilities and 1,998 industrial and construction material enterprises. Preventive and awareness-raising activities were conducted at all inspected sites.
The inspections revealed violations of environmental legislation regarding air quality protection. In some cases, enterprises were found to be emitting harmful chemical, physical and biological substances into the atmosphere. Strict measures have been taken in response to each identified violation to prevent and reduce similar incidents in the future.
In particular, 58 greenhouse owners were held administratively liable for breaching smoke exhaust system operation rules, the operations of 106 enterprises were suspended and 387 facilities received official warnings instructing them to bring their activities into compliance with environmental requirements and to refrain from using film, vehicle tires and plant residues as fuel.
Monitoring and enforcement activities are continuing on a systematic basis.
