What are the environmental requirements for cement plants?

This requirement is established by the Resolution of the Cabinet of Ministers "on Further Improving the Environmental Impact assessment mechanism".
Cement plants are subject to several strict environmental regulations. In particular, the construction of cement plants is prohibited in residential areas, protected natural territories, and forested areas, as well as in close proximity to these zones. Additionally, plants must be located at least 500 meters away from residential areas.
Enterprises are also required to install modern dust and gas purification equipment with a filtration efficiency of at least 99.5%.
If a facility is to be located near residential buildings, it must obtain approval from territorial sanitary and epidemiological authorities in accordance with established sanitary regulations.
To receive a positive environmental expertise conclusion, businesses categorized under Category I must install automated monitoring stations to analyze emissions from priority stationary (organized) sources of pollution. Furthermore, automatic sampling and analysis stations for air pollution sources must be installed at all cement production facilities across the country, along with stationary monitoring posts in adjacent areas.
Additionally, cement plant areas must have continuous water spraying systems to suppress airborne dust. The facility itself must ensure no contamination of the surrounding environment, including surface and groundwater, with petroleum products and waste.
Moreover, cement plants must undertake tree planting initiatives, ensuring that at least 25% of their territory is covered with greenery.
As a reminder, under the State Program approved by the Presidential Decree No. 16 of January 30, 2025, starting from May 1 of this year, the establishment of cement production facilities is prohibited in the cities of Tashkent, Nukus and regional centers.
