Although the Administration is the sole constitutional institution providing organizational, legal, and analytical support for the President's activities and constitutional powers, a legal gap existed in regulating its activities in relations with state bodies. The new law now regulates these matters.
Legally regulating the Administration's activities, within its current powers, in organizing the execution of the President's decrees, resolutions, orders, and instructions strengthens the legal foundations of the institution of the presidency. In international practice, defining the legal status of the institution supporting presidential activities at the level of law is considered an institutional standard of presidential governance.
The law consists of 4 chapters and 34 articles, which legally formalize the constitutional mechanisms for supporting the President's activities within the Administration's current powers. In particular:
– The Administration is defined as a state body that provides organizational, legal, and analytical support for the exercise of the powers of the President of the Republic of Uzbekistan;
– The Administration is formed by the President, operates in the main areas defined by the President, and is subordinate and accountable to the President.
The Administration's main tasks have been defined as:
– providing organizational, legal, and analytical support for the exercise of the constitutional powers of the President of the Republic of Uzbekistan;
– preparing draft decrees, resolutions, and orders of the President, as well as his instructions, organizing their execution, monitoring, and assisting in their implementation;
– developing the President's new initiatives on the country's socio-economic and socio-political development;
– organizing open and direct dialogue with the public and entrepreneurs and developing solutions to the issues concerning them;
– preparing laws for signing or for return;
– organizing the President's Address to the Oliy Majlis;
– coordinating the activities of state bodies and organizations directly subordinate (accountable) to the President, and other tasks.
The law also establishes the legal status and duties of the Head of the Administration, the rules for appointing and dismissing the Administration's officials and management staff, and the legal basis for organizing the activities of the Security Council under the President.
In organizing the President's activities, the Administration cooperates with parliament, the Government, ministries and agencies, local administrations, the judiciary, and bodies of the community of judges.
The Administration coordinates the activities of state bodies directly subordinate to the President, prepares proposals for their improvement, and submits them to the President.
Social, economic, and legal protection measures are envisaged for Administration employees in the performance of their assigned duties.
The adoption of the Constitutional Law on the Administration of the President will help elevate to a new stage the reforms being carried out in New Uzbekistan aimed at exalting human dignity, raising the welfare of the people, transforming state bodies into an open and accountable system that serves the people, and strengthening the country's standing on the international stage.
