Results of Work with Appeals from Individuals and Legal Entities at the Ministry of Employment and Poverty Reduction in the First Half of 2026

At today's briefing, we will present information on the work carried out by the ministry in the first half of 2026 regarding appeals from citizens and legal entities, the results achieved, and future plans.
Citizens' appeals are an important criterion for evaluating the effectiveness of government agencies. For this reason, our country ensures that every appeal is reviewed fairly and impartially in accordance with legal requirements.
As of this period this year, more than 54,000 appeals have been received by the Ministry of Employment and Poverty Reduction and its system. This is 8 percent less than the same period last year. Most appeals were received electronically — through the President's People's Receptions, the Virtual Reception, the Prosecutor General's Office, the Federation of Trade Unions, the ministry's trust hotline, and other sources.
71.2 percent of these appeals were resolved positively, while the rest were resolved through legal explanations based on current legislation.
Analysis shows that most appeals concern labor rights, employment of the population, and support for entrepreneurship. Among them are also appeals related to electronic labor records, vocational training, household plots, and dehkan (farming) households.
Today, in order to ensure the implementation of Presidential directives, the ministry's system for handling appeals has been further improved. Special headquarters were established, previously closed appeals that had only received legal explanations were reviewed again, and the issues of thousands of citizens were resolved positively. Additionally, based on the experience of Qarshi city, a targeted approach mechanism was introduced. As a result, more than 100 systemic problems were identified, and measures to address them were determined.
To improve the quality of handling appeals, oversight within the system was strengthened, service inspections were conducted in the regions, and disciplinary measures were taken against responsible employees.
Over the course of 6 months, more than 80 mobile receptions were held, during which the issues of more than 3,000 citizens were reviewed.
To create convenience for citizens, ensure prompt processing of appeals, and raise public legal awareness regarding labor rights, the electronic communication platform "munosibmehnat_bot" was launched.
In addition, through @BV_press_bot, designed for prompt communication with the ministry's press service, citizens can send their opinions and appeals regarding the ministry's activities, media projects, and information policy. The effective operation of the Community Manager function, aimed at automatically monitoring and promptly responding to inquiries and appeals received through social networks, has also shown positive results.
Furthermore, the ministry's system operates a trust hotline, (71) 203-01-22, designed for the prompt receipt of reports on corruption-related offenses.
Today, artificial intelligence technologies are becoming increasingly important in improving the efficiency of public services. These processes are also showing results within the system of the Ministry of Employment and Poverty Reduction.
In particular, the effective operation of the Osonish.uz and Mening ishim platforms, created as part of digitizing employment processes and providing convenience for employers and job seekers, serves as an example of this.
At the same time, work is underway to create a system for quick and easy responses to citizens' questions in 24/7 mode using artificial intelligence technologies.
This will reduce appeal review times and the influence of the human factor, providing more convenient services to the population. It is also planned to introduce a voice-response function for answers, for people with limited abilities.
In addition, practical work is being carried out to further improve the ministry's call center operations, establish alternative forms of communication, and regularly organize live broadcasts and voice chats on the most frequently received topics from citizens through official channels. Right now, through the QR code displayed on the screen, you can join the chat and let us know which topic related to the employment ministry's activities interests you most. A live broadcast will be organized within a few days on the most requested topic.
The Ministry of Employment and Poverty Reduction will continue its consistent work on the timely, objective, and high-quality review of appeals, further improving open dialogue with the population, and developing a system for handling appeals based on digital technologies. After all, behind every appeal lies a person's fate and their legitimate interests.
In this regard, ensuring the rights and interests of citizens, and further increasing the openness and effectiveness of government agencies, remains one of the ministry's priority tasks.
