New milestone in tourism promotion: Uzbekistan launches rebate program to attract international film productions

The resolution introduces two major initiatives aimed at strengthening the country's tourism appeal through the film industry.
The first is the launch of a rebate program, which provides for the partial reimbursement of eligible production expenses incurred by foreign film companies while shooting in Uzbekistan. The second is the introduction of a country placement scheme, offering financial incentives for the inclusion of scenes in international films that highlight Uzbekistan’s tourism potential, rich historical and cultural heritage, and other positive aspects of the country.
Under the rebate program, foreign film productions will be eligible for reimbursement based on the total amount of qualifying expenses incurred within Uzbekistan:
10% for expenditures of up to UZS 3 billion;
15% for expenditures ranging from UZS 3 billion to UZS 5 billion;
20% for expenditures ranging from UZS 5 billion to UZS 10 billion;
25% for expenditures exceeding UZS 10 billion.
The maximum reimbursement available for a single film project will be UZS 4 billion.
By November 1, 2026, Uzbekistan will launch the Film in Uzbekistan digital platform, which will serve as a comprehensive resource featuring the country’s filming locations, production infrastructure, and opportunities for film tourism. The platform will also support the international promotion of Uzbekistan’s filming locations at global film markets and industry exhibitions, facilitate the attraction of foreign productions, and provide organizational and advisory support to international filmmakers.
Under the resolution, the Tourism Committee has been tasked with compiling, by October 1, 2026, a comprehensive inventory of state-owned sites, historical monuments, cultural and recreational parks, film props, historical costumes, and specialized equipment available for film production. Standardized conditions for temporary use and rental rates will be established for each asset, with all information to be published on the Film in Uzbekistan platform.
According to the resolution, UZS 5 billion has been allocated from the 2026 State Budget to finance reimbursements for foreign film productions. Beginning in 2027, funding for the rebate program will be provided annually as a separate budget line within the State Budget.
A key feature of the new system is the full digitalization of all administrative procedures. Applications will be submitted through the online platform, and following successful verification, each project will receive a unique identification number (ID) and a QR code. Within 60 days after completing filming, applicants must upload all supporting documentation to the platform. The authorized commission will review the submission within 15 working days. If deficiencies are identified, applicants will be granted 10 days to rectify them. Once approved, the reimbursement will be transferred to the foreign production company's designated bank account within five working days.
The new mechanism is expected to strengthen Uzbekistan’s position as an attractive filming destination, stimulate international film production, enhance the country's global visibility through cinema, and contribute to the further development of tourism, the creative industries, and related sectors of the economy.
