Certification

In accordance with the Law of the Republic of Uzbekistan "On Tourism", certification of tourist activities is mandatory.
The subject of tourist activity does not have the right to provide tourist services that have not passed certification.

State Unitary Enterprise "Tourist Services Certification Center" (Center):

  • established in accordance with the Decree of the President of the Republic of Uzbekistan No. PP-135 dated February 18, 2022;
  • authorized to carry out certification of tourist services, based on the requirements of the Regulation on the Procedure for certification of tour operator and hotel services (appendix to the PCM of the Republic of Uzbekistan No. 355 dated 05.06.2017);
  • accredited agency "Uzstandart" and is registered in the State Register of the National Accreditation System of the Republic of Uzbekistan (No. UZ. AMT. 06. MAI. 361 dated 08.06.2016)

  • has the necessary means and quality management system that allows certification of tourist services;
  • it is staffed by qualified personnel with the necessary practical experience in the field of tourism activities.

In accordance with its objectives, the center carries out the following activities:

  • certification of accommodation facilities, tour operators and other tourist services;
  • conducting periodic inspections to confirm the conformity of the certification object with the requirements of regulatory documents;
  • conducting “hidden assessments” in order to control the process of providing tourist services and tourist satisfaction;
  • conducting a unified electronic assessment of rental
  • preparation of a unified electronic assessment of rental of documents for certification and accreditation related to standardization and certification;
  • ensuring the activities of entities providing services in the field of tourism; working closely with the organization of events aimed at improving the quality of services.

The certification process consists of the following stages:

  • submission of an application (tour operator services and hotel services) for certification and its consideration;
  • making a decision on the application and entering into a contract;
  • analysis of the application, as well as documents and information attached to it, for compliance with the requirements of regulatory documents;
  • evaluation of the certification object;
  • making a decision on issuing a certificate of conformity;
  • conclusion of an agreement for the use of a certificate of conformity and a mark of conformity;
  • registration and issuing a certificate of conformity.

Inspection control of the certification object:

Inspection control is a procedure for periodic re-evaluation of the certification object in order to confirm its compliance with the requirements of regulatory documents established during certification.
The Center carries out inspection control of the certification object in accordance with the inspection control plan.

Standardization

In order to ensure the safety, quality, and compliance with international requirements of the tourist services provided, the Committee on Tourism has a Technical Committee for Standardization in the field of Tourism.
Technical committees are a form of cooperation established by the national standardization body (Uzstandart Agency) of legal entities and individuals (interested parties: enterprises, organizations, executive authorities, experts, other specialists, etc.), carried out on a voluntary basis in order to organize and conduct work in the field of national, regional and international standardization in accordance with the established standards. objects of standardization or areas of activity.
Standards are developed by a group of experts, within the framework of Technical Committees. When determining the need for a standard, experts develop, discuss and agree on a draft standard. The Secretariat of the Technical Committee coordinates the development of standards.
SUE "Center for Certification of Tourist Services" is the Secretariat of the Technical Committee for Standardization in the field of Tourism.
Draft standards are duly reviewed by the Agency "Uzstandart" and put into effect by the resolution of the Agency "Uzstandart".
The Center is ready to cooperate with interested parties on the development of standards in the field of tourism services.

Standards governing tourism activities:

The following State Standards of the Republic of Uzbekistan have been developed by the Center in accordance with the established procedure:
The draft standard was duly reviewed and approved by the relevant ministries and departments:
1.State standard of the Republic of Uzbekistan O'Z DSt ISO 18513: 2017" Tourist services. Hotels and other types of tourist accommodation facilities. Terminology.":
• contains terms, definitions, and a dictionary in three languages (Uzbek, English, and Russian) that are commonly used in tourism activities; it is identical to the international standard ISO 18513: 2003 "Tourism services-Hotels and other types of tourism accommodation-Terminology".

2.State standard of the Republic of Uzbekistan O'Z DSt ISO 14785:2018" Tourist Information Bureaus. Tourist information and reception services. Requirements":
• sets requirements for the quality of services provided by tourist information centers (bureaus);•
•  It is identical to the international standard ISO 14785: 2014 "Tourist information offices - Tourist information and reception services - Requirements".

3.State standard O'Z DSt 3220:2017" Travel services. Placement tools. General requirements":
* sets general (minimum) requirements for accommodation facilities and services provided in them;

• establishes mandatory requirements that fall within the competence of state regulatory bodies and requirements used for certification (conformity assessment) of accommodation facilities for various types of accommodation intended for temporary residence of visitors and services provided in them.

4. State standard of the Republic of Uzbekistan O'Z DSt 3296:2018" Travel services. Hotels and similar accommodation facilities. Classification system":
• establishes a classification system (categories from 1 to 5 stars) for hotels and similar accommodation facilities.

5.State standard of the Republic of Uzbekistan Oʻz DSt 3331:2018 « Tourist services. Information signs of the navigation system in the field of tourism. General requirements":
• establishes general requirements for information signs of the navigation system in the tourism sector, including signs of tourist infrastructure, tourist and recreational areas, tourist routes and attractions.

6.State standard of the Republic of Uzbekistan O'Z DSt 3334:2018" Travel services. Muslim hospitality. Requirements".
• sets guidelines and requirements for the management of tourist facilities, products and services for Muslim travelers in accommodation facilities, tourist packages and tour guides.
• Identical to the Malaysian standard MS 2610: 2015 "Muslim friendly hospitality services – Requirements"

7. State standard of the Republic of Uzbekistan O'Z DSt 3336:2018" Travel services. «Tourist-friendly». Requirements"(only in Uzbek):
• sets requirements for "tourist-friendly" services provided by tourist display sites and tourist infrastructure;•
•  It is used to demonstrate its ability to deliver a tourist service that meets the needs of consumers, and also seeks to satisfy consumers, including quality assurance services for visitors, while creating an atmosphere of hospitality.
8.State standard of the Republic of Uzbekistan O'Z DSt ISO 13009:2019" Travel services. Requirements and recommendations for beach activities " (only in Uzbek):
* helps beach operators make better informed decisions about the management of the beaches they are responsible for, using a consistent approach based on best practices;
•  It is identical to the international standard ISO 13009: 2015 "Tourism and related services - Requirements and recommendations for beach operation".
9.State standard of the Republic of Uzbekistan O'Z DSt ISO18065: 2019" Travel services. Tourist services provided in specially protected natural areas. Requirements"(only in Uzbek): * sets requirements for tourist services provided directly in specially protected natural areas of various categories in order to meet the needs of visitors and taking into account the priorities of conservation of protected natural areas;
•  Identical to the international standard ISO 18065:2015 «Tourism and related services — Tourist services for public use provided by Natural Protected Areas Authorities — Requirements».
10. State standard of the Republic of Uzbekistan Oʻz DSt 3417:2019" Tourist services. General requirements for service personnel of accommodation facilities":
• the standard sets general requirements for service personnel of accommodation facilities of various types and categories;
•  The provisions of the standard apply to personnel providing services in accommodation facilities of all organizational and legal forms and forms of ownership.
11.State standard of the Republic of Uzbekistan O'Z DSt 3418:2019" Travel services. General requirements for the staff of tour operators and travel agents":
• the standard sets general requirements for the personnel of tour operators and travel agents, regardless of their ownership forms and organizational and legal forms of activity;
•  the provisions of the standard can be used in the selection and placement of personnel, certification, development of job descriptions and standards of work of the staff of tour operators and travel agents.

12.O'Z DSt 37.001: 2020 " System of standards for safe operating conditions of enterprises. Recommendations for providing safe tourist services in the tourist industry" The standard includes recommendations for ensuring the creation of optimal working conditions and organization of labor activities in order to protect the health of employees and personnel of tourist industry facilities (hereinafter referred to as the facility), carrying out preventive measures, providing sanitary and hygienic safe services to tourists in order to ensure their health during and after the mass spread of infectious diseases (epidemic, pandemic) and has a voluntary nature of application;
•  The standard is intended for use by organizations that provide tourist services.
•  The standard can also be applied in the control, evaluation or recognition of objects.
•  Objects certified in accordance with the requirements of this standard are issued a special badge of distinction;

13.O'Z DSt 3459: 2019 " Tourist services. Ski slopes. Classification system"
•  The standard applies to ski slopes and establishes a classification system for ski slopes.
•  The standard is intended for use for certification purposes by certification bodies of tourist services and enterprises of various forms of ownership in the provision of ski slope services;
•  This standard does not specify safety requirements for ski slopes;

14.O'Z DSt EN 13809: 2019 (EN 13809: 2003, IDT “ " Tourist services. Tour operators and travel agents. Terminology”
•  The standard contains terms used to describe the services offered by the organizers of tourist services.
•  The standard aims to promote mutual understanding between users and travel service providers.

 

The requirements of these standards are aimed at:

•  design of tourist services;
•  ensuring the safety of life and health of tourists and tourists;
•  environmental protection;
•  ensuring the safety and quality of living conditions and services;
•  technical equipment;
•  the level of quality of services provided;
•  training of tourism employees;
•  control compliance with established requirements, etc.

The status of independence and impartiality is ensured by the following:

· The center is administratively, economically and legally independent from the subjects of tourist activity;
· The Center attracts highly qualified specialists from other ministries, departments and bodies for certification;
· the result of certification does not depend on payment for work;
· the possibility of exerting pressure on specialists conducting certification is excluded, and the decision on the results of certification is made by another person who did not participate in certification.
A special Council has been set up at the Center, which will implement measures to eliminate threats to impartiality.
The Center's management regularly analyzes the results of certification of tourist services and its activities in order to continuously improve quality management and increase the degree of satisfaction of customer expectations.
The Center invites all interested parties to cooperate to improve the quality of tourist services provided and maximize the satisfaction of tourist needs.
