Certification
State Unitary Enterprise "Center for Certification of Tourism Services" was established in accordance with the Resolution of the President of the Republic of Uzbekistan No. PQ-135 dated February 18, 2022.
Based on the requirements of the Regulation "On the procedure for certification of tourism services and classification of tourism facilities", approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 433 dated July 10, 2020, the Center has the authority to carry out the certification of tourism services.
The organization is accredited by the Uzbekistan Accreditation Center and registered in the state register under No. O‘ZAKK.XO.0003 dated September 28, 2021.
The main objectives of the Center are the certification of tourism services and the classification of tourism industry facilities.
The Center certifies hotel and tourism-excursion services, is equipped with the necessary tools and quality management systems, and employs qualified specialists with practical experience in the tourism sector.
Certification
According to the Law of the Republic of Uzbekistan “On Tourism,” certification of tourism activities is mandatory. Entities engaged in tourism activities are not entitled to provide tourism services without certification.
The State Unitary Enterprise “Center for Certification of Tourism Services” (hereinafter referred to as the Center):
- was established by the Resolution of the President of the Republic of Uzbekistan No. PQ-135 dated February 18, 2022;
- is authorized to carry out the certification of tourism services based on the Regulation on the certification procedure for tour operator and hotel services (annex to the Resolution of the Cabinet of Ministers No. 355 dated June 5, 2017);
- is accredited by the Agency for Technical Regulation under the Ministry of Investments and Foreign Trade of the Republic of Uzbekistan and registered in the State Register maintained by the “Accreditation Center” SUE (registration No. UZ.AMT.06.MAI.361 dated June 8, 2016);
- carries out the certification of tourism services (accommodation facilities, ski slopes, and beaches);
- has the necessary tools, quality management system, and qualified personnel with experience in the tourism sector.
The Center performs the following activities:
- certification of accommodation facilities, tour operator and other tourism services;
- periodic inspection control to verify compliance of certified objects with normative documents;
- conducting “mystery shopper” evaluations to monitor service quality and tourist satisfaction;
- maintaining the Unified Electronic Registry of rented housing and certifying them;
- developing normative-technical documents on standardization and certification in the tourism sector;
- preparing documents for attestation and accreditation;
- close cooperation with tourism service providers and organizing events aimed at improving service quality;
- implementing quality management systems.
Stages of Certification:
- Submission and review of the application;
- Decision on the application and conclusion of a contract;
- Analysis of the application and attached documents for compliance with normative requirements;
- Assessment of the certification object;
- Decision on issuing the certificate of conformity;
- Conclusion of an agreement for the use of the conformity mark;
- Registration and issuance of the conformity mark.
Inspection Control of the Certification Object
The Inspection Control Department:
- participates in the development and implementation of methodological documents for the tourism service certification system;
- conducts inspection of certified services in accordance with established procedures;
- prepares necessary documentation (reports, protocols) based on inspection results and verifies accuracy;
- performs inspections according to the plan approved by the Tourism Committee;
- proposes amendments to existing regulatory and procedural documents to improve the tourism certification system.
The department operates under the following regulatory documents:
- laws of the Republic of Uzbekistan in the fields of tourism and technical regulation;
- resolutions of the President and Cabinet of Ministers of Uzbekistan, national and intergovernmental standards;
- procedures for preparing and formalizing official documents (letters, reports, protocols);
- rules for inspection of tourism and hotel services;
- occupational safety, fire protection, and sanitary regulations.
Standardization
In order to ensure the safety, quality, and compliance of tourism services with international requirements, a Technical Committee for Standardization in Tourism operates under the Tourism Committee.
Technical committees are voluntary associations of stakeholders (enterprises, organizations, executive authorities, experts, etc.) aimed at organizing and conducting national, regional, and international standardization activities within assigned fields.
The Center acts as the Secretariat of the Technical Committee and coordinates the development of standards in the field of tourism services. It is open to cooperation with interested organizations in the development of tourism standards.
