Presidential Resolution: A new startup support system from idea to business

According to the Resolution, starting from the 2026/2027 academic year, for students of secondary specialized and vocational educational institutions, as well as students of grades 9–11 of general secondary schools, “Skills and Business Hour” events will be held in stages at least twice a month to teach the development of startup ideas. In particular:
The “Best Startup Idea” competition will be held among students. Winners at the district level will receive prizes of up to 5 million soums, and winners at the regional level — up to 10 million soums;
Quarterly project presentations will be organized for parents and representatives of the business and scientific communities;
Cooperation with marketplaces will be established to enable the sale of products created in educational institutions.
Effective April 1, 2026, a crowdsourcing-based mechanism for addressing sector-specific issues will be introduced:
State bodies, organizations, and enterprises with state participation, on issues requiring solutions within their sector, will:
Publish announcements and organize competitions on a crowdsourcing electronic platform;
Hold monthly meetings with startup initiators (“Startup Day”).
Starting in 2026, an annual national competition, “The Most Innovative Idea,” will be held to identify high-potential ideas for startup development. The competition will include the following:
The competition will be conducted in state higher education institutions, and winners will receive a grant of 100 million soums;
The national stage will be held in 10 areas, with a total prize fund of 10 billion soums allocated from the Science Financing and Innovation Support Fund.
Starting from September 1, 2026, the “Universities as Drivers of Startups” Program will be implemented in higher education institutions. In particular:
Student accelerators will be established in cooperation with IT parks and venture funds;
Internship and exchange programs with prestigious international accelerators and universities will be introduced for students;
Higher education institutions will be granted the right to invest their own funds in promising startup projects of students and researchers in the amount equivalent to up to USD 20,000 per project through incubation centers and student accelerators;
Positions of “Startup Manager” and “Startup Tracker” will be introduced within student accelerators.
From 2026, the annual “Young Entrepreneurs” Championship will be introduced to identify and stimulate the best youth business and startup projects. According to its results:
Up to 100 business and startup projects will each receive investments of up to 1 billion soums from the State Targeted Fund for the Development of Youth Entrepreneurship and the “Yoshlar Ventures” Venture Fund;
Expert expenses for financial and marketing services aimed at transforming business and startup projects into brands, in the amount of up to 100 times the basic calculation value, will be covered within the funds allocated to the State Targeted Fund for the Development of Youth Entrepreneurship;
The Council of the State Targeted Fund for the Development of Youth Entrepreneurship will submit proposals to authorized bodies recommending championship winners for state awards and the “Faol Tadbirkor” and “O‘zbekiston Belgisi” badges.
Starting from April 1, 2026, startup projects participating in the “Digital Startups” program will be granted IT Park resident status and will be allowed to benefit from the relevant legislative incentives and preferences without the requirement to meet minimum export thresholds.
From 2026, the “Startup Expo” exhibition will be held annually.
