Issues of effective use of budget funds discussed within the ministerial system

Today, on February 21, a meeting was held at the Ministry of Culture in cooperation with the Accounting Chamber.

The meeting was attended by First Deputy Minister Avazkhon Tadjikhanov, Deputy Minister Yusufjon Usmonov, an employee of the Accounting Chamber, as well as employees of the ministry’s central office and system organizations, who participated online via the ZOOM platform.

The discussion focused on the targeted and efficient use of budget funds allocated to the sector and the monitoring of budget execution.

It was noted during the meeting that, based on the instructions given at the videoconference meeting held by the President on January 16, 2024, a joint decision was approved by the Accounting Chamber, the Prosecutor General’s Office, the Ministries of Economy and Finance, and the Ministry of Culture. This document ensures ongoing supervision over the targeted and effective expenditure of budget funds in the sector.

A "Situation Center" has been established at the ministry for remote monitoring and oversight of budget utilization. A working group has been approved to ensure the continuous monitoring of expenditures through a remote audit system.

Additionally, with the development of the Accounting Chamber’s “Remote Audit” and “State Audit” automated information systems, as well as the Ministry of Economy and Finance’s "UzASBO 2" information system and the "Monitoring Portal" for ministries, it has become possible to track all financial operations within the ministry’s system organizations.

At the meeting, E. Safarov, a responsible officer of the Accounting Chamber, presented information on the risk analysis of excessive expenditures conducted based on data collected through the Internal Audit Department. He reported that in 2024, the "Remote Audit" system automatically performed a risk analysis to identify potential financial risks.

It was also reiterated that on January 20, 2024, the President instructed all government institutions to take necessary measures to save and optimize budget expenditures under the principle of "Efficiency and Sustainability".

From this perspective, participants were urged to use budget funds efficiently, avoid unnecessary expenses, comply with budgetary discipline, and take all necessary measures to prevent legal violations.

During the meeting, participants also shared opinions and suggestions on the timely financing of state program activities, ensuring compliance with budgetary discipline, and optimizing expenditures.
