In recent years, as in every field in our country, significant reforms have been carried out regarding the guarantee of human rights. It is heartening to know that the government is creating privileges and favorable conditions, especially for girls to get an education, support those in need of social protection, reduce poverty, ensure employment, and make people more knowledgeable. Reforms continue to fill the gaps in the legislation, particularly in protecting the labor rights of women and men and ensuring equal opportunities for people with disabilities in their professional activities. The introduction of several amendments and new articles to the Constitution of the Republic of Uzbekistan, as well as the enactment of several laws, signals that our country is entering a new stage of development. Indeed, not stopping in one place, adapting to global standards, prioritizing human rights and dignity, and focusing on economic growth is a success for every country.
As proof of the above statement, our president signed the law "On Guarantees of Equal Rights and Opportunities for Women and Men." The goal of the law is to regulate relations in ensuring equal rights and opportunities for women and men. The law outlines temporary special measures to address gender inequality and specific objectives to achieve equality between women and men. It also sets forth legal, organizational, and institutional measures to ensure gender equality.
What is the concept of gender? First, let's briefly explain.
Gender refers to the social aspects of relations between women and men in all spheres of society, including politics, economics, law, ideology, culture, education, and science.
Gender statistics include information on the status of women and men in all spheres of society, providing gender-specific data reflecting the social and political life of individuals of different genders, addressing gender issues and relations in society.
Gender-legal expertise involves analyzing normative legal documents and their drafts in terms of their compliance with the principles of guaranteeing equal rights and opportunities for women and men.
The fundamental principles of ensuring equal rights and opportunities for women and men include legality, democracy, equality between women and men, non-discrimination by gender, openness, and transparency.
The law also includes positive measures aimed at strengthening the social position of women in society, ensuring equal rights and opportunities for both women and men, and guaranteeing equality during the implementation of personal, political, economic, social, and cultural rights.
Laws should not remain only on paper. Only when implemented under the slogan "Building an Enlightened Society in New Uzbekistan" can society and the state develop and progress. The higher the level of legal culture in society, the fewer problems there will be.
In today's era of globalization, with the advancement of the internet and technology, every state agency must actively use available opportunities, promote the content and essence of every law, and ensure its goals are fully understood and implemented in a timely manner.
Today, we ask ourselves whether we want to raise the next generation using technology, as technology is advancing rapidly. This, in turn, places a heavier responsibility on us.
At the Ministry of Culture, not only in the case of gender equality but also for every law, decree, and resolution adopted, work is being done to ensure their implementation and make their content understandable to the people. Various outreach activities have been organized, involving cultural sector representatives, to promote the content of the laws. Not only are we focused on events, but practical implementation of the law is also being pursued in the lives of individuals, including employees. The Ministry has created conditions for those with high potential to increase their professional qualifications and exchange experiences by sending them to study in developed countries.
It is no secret that many young people imitate and follow prominent figures. Art and culture have a powerful influence in this regard. Therefore, if we wisely use this influence and set the right direction, we will have truly fulfilled our mission.
In order to increase the legal culture in the relationship between individuals, the state, and society, the Ministry of Justice initiated a joint decision with the Ministry of Culture. A "Legal Ambassador" list has been created by the staff of the legal department and the participation of well-known artists and cultural workers, who will carry out legal outreach work.
The aim of this initiative is to effectively communicate the content of each law related to the development of our country and the destiny of our people, using well-known figures to raise awareness and promote legal culture in society through innovative methods of legal outreach.
Additionally, prominent figures with influence on social networks are participating in promoting social roles in family and child education, the culture of various professions, and patriotism.
Under the initiative of Saida Dadamirzayeva, the chairwoman of the Women’s Council of the Ministry of Culture, and in cooperation with the women staff of the central apparatus, a program of promotional and cultural-educational events will be developed under the slogan "New Uzbekistan - The Place of Enlightened Society and the Role of the Spiritual Woman." This program includes topics such as “Motivation for Success, Professionalism, and Compliance with Work Culture,” “Gender Equality and Cultural Interaction Among Employees,” “Our Girls—Our Pride, Women as the Pillars of Education,” and more.
Seminars and training sessions are being organized, involving staff from both the central office and regional cultural managements, aimed at addressing the issues faced by women in remote areas, helping them grow professionally and socially, creating appropriate conditions for them, and ensuring the practical implementation of gender equality across the country.
Equality is the key to development. In conclusion, it should be noted that in every law passed today, whether for women or men, the primary focus is on improving the living conditions and destiny of individuals. After all, the higher the achievements of the people of a nation, the higher the level of development in that country. The attention of leaders and the role of employees working under the principle of legality are critical for the development of any organization.
Each of us is responsible for building the enlightened society of New Uzbekistan, regardless of our position or rank.
