The Procedure for providing incentive subsidies for tourists brought from foreign countries has been approved
The purpose of the competition is to support tour operators and encourage them by covering part of the costs of attracting tourists to the Republic of Uzbekistan.
Legal entities engaged in tourism activities in connection with the formation, promotion and realization of tourist products are allocated to residents of the Republic of Uzbekistan from January 1, 2024 to December 31, 2026.
Incentive subsidies are allocated to selected tour operators based on a bilateral contract.
The competition is organized and held by the Tourism Committee (hereinafter - the Committee) under the Ministry of Ecology, Environmental Protection and Climate Change (hereinafter - the Ministry) of the Republic of Uzbekistan.
According to the order of the Minister of Ecology, Environmental Protection and Climate Change, a COMMISSION (the content is also approved by the order) will be established for the implementation of the competition on the basis of the regulations and documents related to the organization of the competition.
The Commission is headed by the Minister of Ecology, Environmental Protection and Climate Change.
The list of foreign countries with low tourist flow is approved by the commission at the end of each year.
In foreign countries with a low tourist flow, the amount allocated for each tourist (incentive subsidy for each tourist) is determined by the commission.
The decision of the commission is valid when at least two-thirds of the members of the commission participate (the decision of the commission is adopted by majority vote. In case of equal votes, the vote of the chairman of the commission is decisive).
The working body of the Commission is the Committee.
makes a decision on concluding a contract with tour operators selected by the Commission based on the results of the competition.
The commission prepares the minutes and decisions of the meeting of the working body.
Organizes the participation of the applicants in the competition for the incentive subsidy and the presentations.
The committee will announce the contest on its official website, as well as on the pages of social networks "Telegram", "Facebook" and mass media.
THE FOLLOWING REQUIREMENTS ARE APPLIED TO TOUR OPERATORS APPLICANT FOR THE INCENTIVE SUBSIDIES:
Sufficient experience as a tour operator in the field of tourism;
Effectiveness of projects and programs previously organized by the tour operator;
The presence of the marketing strategy and plans presented by the tour operator for the PR-campaign in a certain country aimed at attracting tourists to the Republic of Uzbekistan;
Financial stability and transparency of tour operator activities;
Presentation of the project by representatives of the tour operator at the commission meeting.
To participate in the competition, the applicant - tour operator sends the following information to the Committee via the e-mail address subsidiya@uzbektourism.uz .
Documents from the initiators will be accepted for 1 month after the announcement of the competition is placed in the mass media.
Applications submitted after the deadline will not be considered.
The documents of the participants of the competition will be reviewed and the winners will be determined within twenty days from the date of the deadline for receiving documents from the initiators.
THE COMPETITION WILL BE ORGANIZED IN TWO STAGES.
In the first stage, the presented projects of the tour operator are examined and sorted within ten days (after the end of the submission of documents).
In the second stage, selected tour operators based on the results of the first stage will present their projects before the commission and will be evaluated within ten days based on the results of the presentation.
The commission will decide on the selected tour operators. The decision is formalized on the basis of the protocol.
If the most suitable tour operator is not determined by the commission based on the purpose and criteria of the competition, a new (new) competition will be announced.
An agreement will be concluded between the Committee on the allocation of subsidies to selected tour operators and the tour operator on the conditions for the allocation of incentive subsidies.
In accordance with the contract, the incentive subsidy is allocated, as a rule, at the end of the first six months of the reporting year or at the end of the reporting month.
The Ministry of Economy and Finance will review the order submitted by the Committee within three working days and transfer the appropriate funds to the personal treasury accounts of the Committee for the part of the subsidy amount to be paid from the State budget.
In order to allocate subsidies to business entities, personal treasury accounts will be opened according to the procedure established by the Ministry of Economy and Finance to the Committee.
After the funds have been transferred, the Committee will transfer them to the accounts of business entities in commercial banks that serve them within three working days.
