Resolution adopted to develop speleotourism in Uzbekistan

This is provided for by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated 30 September 2026, “On Measures to Accelerate the Development of Speleotourism in Uzbekistan”. The document is aimed at systematically utilising caves for tourism purposes.
The resolution approves a roadmap for the development of speleotourism and a list of designated sites. These include Peshagor Cave in Zomin District; Yakhdon, Omonqoton and Kiev caves in Urgut District; Hazrati Davud Cave in Nurobod District; Korongi Yulduz, Boybuloq and Teshiktosh caves in Baysun District; Amir Temur Caves in Yakkabog District; and the Khojaikon Salt Mine in Sherabad District.
Existing caves will be inventoried, while information on their location, technical condition and tourism potential will be entered into a unified electronic register.
In 2026–2028, car parks, recreation areas, sanitary facilities and engineering networks will be developed at the sites. Construction and landscaping works will be carried out in compliance with environmental requirements and regulations for the protection of natural and cultural heritage.
The Ministry of Emergency Situations has been instructed to develop safety rules for cave visits within three months. Warning signs and evacuation plans will be installed along tourist routes.
An electronic passport, 3D model and virtual tour will be developed for each cave. Information on routes, online booking services and electronic guides will be made available on the Unified National Tourism Platform. Training courses and a certification system will also be introduced for guides and instructors.
The participation of local communities in tourism activities will be expanded through the establishment of family guest houses and the development of guiding and other tourism-related services in the regions.
Starting from 2027, international speleological expeditions and investment forums involving domestic and foreign investors will be held annually. An international scientific and practical conference is also planned for May–June 2027.
Photo, video and other media materials will be prepared on the designated sites. Documentary films showcasing Uzbekistan’s potential in speleotourism are also planned for leading international television channels.
