Uzbek breakfast to be classified into categories: important changes introduced to hotel standards

Technical Committee STK 9 “Tourism” under the Tourism Committee has developed Amendment No. 1 to the national standard O‘zMSt 125:2024 “Tourism Services. Accommodation Facilities. Points-Based Classification System.” The document was prepared taking into account proposals from industry specialists and business representatives and underwent public consultation.
The key innovation is the introduction of requirements for the “Uzbek breakfast.”
Section 4 of the standard has been supplemented with requirements concerning the composition and categories of breakfast. From now on, the Uzbek breakfast will be divided into three categories: the highest — “I”, the middle — “II”, and the lowest — “III”.
At the same time, hotels will be required to provide a breakfast level corresponding to their star category. This will help establish a unified approach to serving the national breakfast and improve its quality.
To further promote the national character of Uzbekistan, new requirements have also been introduced, including:
the design and furnishing of public areas in a national style;
the creation of guest rooms featuring national-style design.
These measures will help transform hotels from places of accommodation into tourism spaces where guests can learn more about Uzbekistan’s history, culture, art, and traditions of hospitality.
The updated standard also includes modern requirements aimed at improving energy efficiency:
the use of LED or equivalent, more energy-efficient light sources for general and service lighting;
automatic lighting in public areas and corridors using motion sensors, timers, and/or daylight sensors;
the use of solar collectors and/or high-efficiency heat pumps for hot water supply.
In addition, a number of new provisions have been introduced for hotels. In particular, having two restaurants in 4- and 5-star hotels has been changed from a mandatory to a recommended requirement. Additional points will be awarded for the availability of a banquet hall, while hotels operating under international brands will receive an advantage when being assessed against requirements corresponding to their brand standards.
These changes are expected to increase the interest of international and globally recognised hotel brands in the Uzbek market and create favourable conditions for a further increase in the number of branded hotels.
The amendments enter into force throughout the Republic of Uzbekistan on September 3, 2026.
