According to the decree, the threshold for small business entities to transition to the general taxation regime is increased from 1 billion soums to 5 billion soums. This will become an important factor supporting business stability and expanding opportunities for growth.
An simplified procedure for the payment of value-added tax (VAT) is also introduced for the trade, services, and tourism sectors, including hotel businesses, public catering, guide services, and other tourism-related services. Under the new procedure, entrepreneurs will be able to voluntarily pay VAT at a rate of 6%, while being exempt from profit tax, or continue operating under the existing general regime.
The decree is particularly aimed at improving the quality of tourism infrastructure and services. The new rules will reduce the financial burden on hotels, catering enterprises, travel agencies, and other small business entities in the service sector, as well as increase their competitiveness. As a result, the quality of service for both domestic and foreign tourists will improve.
Within the framework of simplifying VAT administration, a number of changes are provided. In particular, for low-risk entrepreneurs, an automatic refund of the negative VAT balance will be introduced, along with the automation of the process of opening bank accounts and a reduction in reporting requirements.
In addition, in order to reduce administrative pressure on small businesses, limitations will be introduced on excessive inspections in cases of low tax risk, entrepreneurs will be given the opportunity to independently correct errors, and further digitalization and increased transparency of tax administration will be ensured.
The decree also provides additional benefits for the food service and hotel industries. These measures are aimed at expanding the tourism services market, creating new jobs, and improving service quality.
The adopted decree is of significant importance for the development of small business and private entrepreneurship, support of the service and tourism sectors, and increasing the country’s investment attractiveness.
