Subsidies to be provided for each tourist attracted to Uzbekistan from Malaysia and Indonesia

Under the resolution, a roadmap has been approved to increase the flow of pilgrims from Malaysia and Indonesia to 100,000 visitors in 2026–2027.
According to the document, until the end of 2026 the Tourism Committee will provide tour operators with a subsidy of USD 100 for each tourist brought to Uzbekistan from Malaysia and Indonesia within the framework of the “Umrah Plus” pilgrimage tourism program.
Measures will be taken to organize the celebration of Ramadan Eid (Eid al-Fitr) and Kurban Eid (Eid al-Adha) in Uzbekistan by Malaysian and Indonesian tourists. In Malaysia and Indonesia, thematic tourism promotion campaigns titled “In the Footsteps of Imam Bukhari” and “Spend Ramadan in Uzbekistan” will be launched. In regions of Malaysia with a high proportion of Muslim population, dedicated roadshows focused on pilgrimage tourism will also be organized.
Within the framework of the “Umrah Plus” program, pilgrimage routes will be developed covering sites in Tashkent, as well as the Samarkand and Bukhara regions. In cooperation with the Agency for Cultural Heritage and the khokimiyats of Tashkent, Samarkand, and Bukhara, voluntary discounts will be introduced for program participants during off-peak seasons—winter (from 20 November to 20 February) and summer (July)—for visits to cultural heritage sites, hotel accommodation, catering services, and other tourism-related services.
In cooperation with the Ministry of Transport, the Ministry of Foreign Affairs, and the Tourism Committee, arrangements will be made within two weeks to allocate 10 aircraft operated by domestic or foreign airlines, including on a lease basis, for the implementation of the program. In addition, competitively priced air routes will be developed and offered to participating tour companies, including:

Kuala Lumpur – Bukhara – Jeddah – Kuala Lumpur
Jakarta – Samarkand – Jeddah – Jakarta
Jakarta – Bukhara – Jeddah – Jakarta
These measures are expected to significantly boost pilgrimage tourism flows from Southeast Asia and further strengthen Uzbekistan’s position as an important destination for religious and cultural travel.
