International Cooperation

The Cadastre Agency has successfully elevated its international cooperation to a new level. Strong partnerships have been established with the Republic of Korea, the Republic of Türkiye, the Russian Federation, the Republic of Azerbaijan, the Republic of Belarus, Georgia, the People's Republic of China, the European Union, including Switzerland and the United Kingdom.

Over recent years, a number of international memorandums and cooperation agreements have been signed to strengthen and expand collaboration in the fields of land administration, geodesy, cartography, cadastre, and spatial data management. Cooperation agreements have been concluded with the Korea Land and Geospatial Informatix Corporation (LX) (2017), Qazaqstan Gharysh Sapary of the Republic of Kazakhstan, the State Property Committee of the Republic of Belarus, the State Committee for Land Management and Geodesy of the Republic of Tajikistan (2018), the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) of the Russian Federation (2021), and the General Directorate of Land Registry and Cadastre of the Republic of Türkiye (2024).

The Agency is an active and permanent participant in the working groups of the Organization of Turkic States, established to promote cooperation and exchange best practices among member states in the fields of land and real property relations, geodesy, cartography and cadastre. It also actively participates in the Interstate Council of the CIS on Geodesy, Cartography, Cadastre and Remote Sensing, the United Nations Expert Group on Land Administration, and the Eurasia Spatial Data Infrastructure (Eurasia SDI) Executive Committee. Through these platforms, the Agency effectively showcases Uzbekistan's achievements in land administration, real property management, geodesy, cartography, and spatial data infrastructure.

Grant Activities

The Agency continuously develops cooperation with international organizations, donor agencies, international financial institutions, specialized funds, and foreign partners to attract grant-based financial and technical assistance. Key partners include the Korea International Cooperation Agency (KOICA), the Japan International Cooperation Agency (JICA), the World Bank, and other international organizations and donor institutions.

In 2021, a USD 900,000 grant project was implemented under the Official Development Assistance (ODA) program of the Ministry of Land, Infrastructure and Transport of the Republic of Korea. The project focused on developing the legal framework and methodology for establishing a national system for the use and standardization of spatial data.

During 2023–2026, the Agency, jointly with the Ministry of Land, Infrastructure and Transport of the Republic of Korea, has been implemented "Establishment of an Integrated National Training System (Center) for Spatial Data in Uzbekistan”, with total value of USD 3.2 million. The project aims to strengthen national capacity and develop professional expertise in cadastre and spatial data management.

Investment Projects

I. Pursuant to the Resolution of the President of the Republic of Uzbekistan No. PP-2571 dated 3 August 2016, the "Modernization of the Real Property Registration and Cadastre System" investment project was successfully implemented with the participation of the World Bank, with a total value of USD 35.77 million.

Project Objective: To modernize the existing paper-based real property registration and cadastre system through the establishment of a modern Integrated Real Property Registration and Cadastre Information System. The system was developed as a component of Uzbekistan's e-Government infrastructure using GIS and web technologies.

II. Since 2025, the Agency has been implementing the "Spatial Data Infrastructure for Sustainable Territorial Development" investment project with the participation of the World Bank, valued at USD 35 million.

Project Objective: To enhance the national spatial data infrastructure, improve the quality and accessibility of spatial data, and expand its application across various sectors, thereby supporting the sustainable territorial development of the Republic of Uzbekistan.
