Measures defined to advance greenhouse farming in Fergana to a new stage

At the event, regional governor Khayrullo Bozorov addressed the implementation of the instructions given at the videoconference chaired by the President on July 30 of the current year, as well as issues related to developing greenhouse farms and enhancing their competitiveness. Information was provided on new opportunities in the sector, support measures, and tax incentives.
It was announced that the tax authorities have been tasked with directly strengthening analysis and monitoring in the sector. It was noted that there are currently 389 greenhouses operating on 600 hectares in the region, some of which are not yet running at full capacity.
The dialogue emphasized that the region has significant potential for developing greenhouse farms, establishing the production of export-oriented products, and adopting energy-efficient technologies.
The regional leader noted that, drawing on China’s experience and the results achieved in cotton growing, high efficiency can also be attained in the greenhouse sector. Attention was also drawn to the fact that studying the advanced practices of countries such as China, Korea, and Israel, and applying a science-based approach to the sector, would yield the expected results.
Measures were considered to attract foreign investors, implement new promising projects, make efficient use of vacant land plots, and introduce hydroponic systems to secure higher income from greenhouse farms.
Head of the Regional Tax Administration Maksudkhon Mamatkhonov provided information on key legislative amendments introduced under the Presidential Decree of September 4, 2025, “On measures to introduce a simplified procedure for calculating value-added tax in the agricultural sector.”
In addition, Shavkatjon Abdumajidov, Director of the “Hududgaz Farg‘ona” Gas Supply Branch, and Shavkatjon Dusaliev, Head of the Regional Main Department of the Central Bank, offered explanations regarding the benefits and conveniences provided to greenhouse owners.
During the dialogue, the concerns of entrepreneurs on various issues—including taxation and bank loans—were heard, and concrete solutions were determined.
It was noted that such meetings will be held monthly in various districts, creating opportunities for experience-sharing among representatives of the greenhouse sector. Regional organizations will actively participate in the development and support of greenhouse farms, providing close assistance. Relevant measures in this area were agreed upon.
