Third Meeting of the Council of Regions of Uzbekistan and Russia Held in Fergana

The high-level event brought together representatives of the governments of both countries, heads of regions, senior officials from ministries and government agencies, representatives of the business community, as well as members of other official delegations.
During the meeting, Deputy Prime Minister of the Republic of Uzbekistan Jamshid Khodjaev read out a message of greetings from President of the Republic of Uzbekistan Shavkat Mirziyoyev addressed to the participants of the Council.
First Deputy Prime Minister of the Russian Federation Denis Manturov conveyed a message of greetings from President of the Russian Federation Vladimir Putin to the participants of the event.
Addressing the meeting, Governor of the Fergana Region Khayrullo Bozorov noted that, thanks to the political will and trust-based dialogue between the leaders of the two countries, Uzbekistan–Russia relations have reached a high level of strategic partnership and alliance.
Currently, 114 enterprises with Russian capital operate in the region. In 2025, trade turnover with Russia reached USD 809 million, while exports of Fergana products to the Russian market increased by nearly 40 percent.
The investment attractiveness of the Fergana Region has also been recognized by international rating agencies. The region has received ratings from two leading international rating agencies — Fitch Ratings and S&P Global Ratings — reflecting its financial stability and investor confidence.
Khayrullo Bozorov put forward a number of initiatives aimed at taking interregional cooperation to a new level. In particular, proposals were made to expand industrial cooperation and develop joint investment projects, establish a joint platform in Fergana in the fields of digital technologies and artificial intelligence, and develop a network of agro-logistics centers connecting the regions of Uzbekistan and Russia.
Initiatives were also proposed to launch new tourism programs between the regions of the two countries and expand cooperation in the cultural, humanitarian and educational spheres. It was proposed to hold Days of Uzbekistan in Russia next year with the participation of the Fergana Region and other regions of the country.
The Governor emphasized the need to develop joint “roadmaps” for each major interregional agreement, setting out specific projects, responsible parties, implementation timelines and expected results.
It was noted that the Fergana Region stands ready to further expand practical cooperation with Russian regions and investors in industry, investment, technology, tourism, education, as well as cultural and humanitarian fields.
Speakers at the meeting emphasized the important role of interregional cooperation in the strategic partnership and allied relations between Uzbekistan and Russia, noting that its further expansion would create new economic opportunities for both countries.
Within the framework of the Council, the participants discussed further development of trade, economic and investment ties between the regions, expansion of industrial cooperation, implementation of new joint projects, as well as strengthening cooperation in education, innovation, digital technologies, tourism, and cultural and humanitarian fields.
Particular attention was paid to transforming agreements reached between the regions into concrete practical projects and expanding direct contacts between the business communities of the two countries.
At the conclusion of the meeting, a ceremony for the exchange of cooperation documents was held.
In particular, Governor of the Fergana Region Khayrullo Bozorov and Governor of the Omsk Region Vitaly Khotsenko exchanged an agreement on cooperation in the industrial sector.
