“Istiqlolli Davlat Xizmatchisi – 2025” (Promising Public Servant – 2025) Held for the First Time Nationwide as a Fergana Pilot

Regional Governor Khayrullo Bozorov warmly congratulated the winners and wished them success in their careers. He noted that the historic reforms of the past nine years have received strong international recognition; the public’s outlook and way of life have transformed; and initiatives of our President are acknowledged and supported by leading nations.
He emphasized the growing need for educated, capable, and patriotic personnel in public administration amid sweeping renewal.
“Being a public servant is not just a job. It means honoring the people’s trust, serving the Motherland with sincerity, and making responsible decisions. This role demands honesty, loyalty, and a high sense of civic responsibility,” the Governor said.
He stressed continuous learning, professional growth, and devoted service to the country. Confidence was expressed that the young finalists of “Istiqlolli Davlat Xizmatchisi” will achieve their goals and set an example through their knowledge and potential. It was announced that the competition will be held annually.
Akmal Salikhov, Deputy Director of the Agency for Management Efficiency under the President, spoke about ongoing reforms to build a National Talent Pool. He praised the fact that, for the first time, the competition was organized jointly with the Fergana Regional Hokimiyat and the Agency’s Fergana Branch as a “Fergana experience.”
The competition engaged over 700 civil servants across five stages, selecting 63 outstanding candidates.
Results:
— 1st place: Jamshidbek Jahbarov, Section Head, Regional Main Department of Economy and Finance;
— 2nd place: Gulzoda Mukhtorova, Chief Specialist, Department of Family and Women’s Affairs, Furqat District;
— 3rd place: Ziyodbek Halimjonov, Section Head, Regional Department of Justice.
The winners received cash prizes.
At the event, all winners of “Istiqlolli Davlat Xizmatchisi – 2025” were awarded certificates.
On behalf of participants, speakers expressed gratitude to the Head of State for the attention and enabling environment, and pledged to organize their work even more effectively and contribute meaningfully to the prosperity of the country
