Regarding the investment project "Development of the Value Chain in the Dairy Sector in Uzbekistan (Phase 2)" with the participation of the International Fund for Agricultural Development (IFAD) INFORMATION
1. Decision to implement the project: Resolution No. PQ-172 of the President of the Republic of Uzbekistan, dated May 14, 2025.
2. Project Objective: The main objective is to reduce poverty levels among small dairy product producers and to mitigate the impact of climate change on smallholdings.
3. Project Area: Syrdarya, Jizzakh, Samarkand, Qashqadaryo
and Surxondaryo provinces;
4. Total project cost: Equivalent to 53.01 million USD, including:
- Total RMB funding – 37.8 million, of which 30.0 million is concessional credit and 7.8 million is a commercial loan;
- The Republic of Uzbekistan's share – funds equivalent to USD 9.27 million (including USD 3.69 million equivalent in payments for taxes, customs, and office rent, in the form of financial expenses during the investment period, equivalent to 5.58 million USD);
- Beneficiaries' share – 5.94 million USD equivalent;
Date of loan agreement signing: On April 24, 2025, a Concessional Loan Agreement (Loan No. 200000521) and a Credit Agreement (Loan No. 200000522) were signed between the Republic of Uzbekistan and the International Fund for Agricultural Development.

Project implementation period: 7 years (2025-2031).
Project status:
The preferential loan funds for the project amount to 15.54 million US dollars.
Of this amount, Refinancing Agreements have been signed with commercial banks for $9.0 million. Of this:
AT Halk Bank-2.0 million US dollars,
ATB Alokabank - 4.0 million US dollars,
CEC "Hamkorbank" JSC - 3.0 million USD.
Based on the Aide Memoire presented by the IFAD during its mission visit from December 9-12, 2025, it was emphasized that activities to be implemented under the project's components will begin in 2026.
On February 11, 2026, a tender was announced to select a consulting firm to conduct baseline research under the project. A contract has now been signed with the organization declared the winner of the tender. In May–June of this year, baseline research will be conducted in the project areas, with the final report to be submitted at the end of June.
Additionally, work is underway to compile a list of project initiators who meet the project's requirements for establishing milk collection points. To this end, relevant inquiries have been sent to the provincial governors where the project is planned to be implemented. The Samarkand, Surxondaryo, Qashqadaryo, Jizzakh, and Sirdaryo regional governors have submitted the list of initiators, and by the end of the year, one pilot milk collection point (a total of 5) will be installed in each of these regions.
