Information on the analysis of activities carried out by the Committee for Veterinary and Livestock Development in 2025.
**INFORMATION**
on the Analysis of Activities Implemented by the Committee for the Development of Veterinary and Livestock Sectors in 2025**
During the elapsed period of 2025, the following activities were carried out:
By Resolution No. 8 of the Cabinet of Ministers of the Republic of Uzbekistan dated February 28, 2025 (No. 04-01-57)
“On measures to activate reserve capacities in the development of livestock farming and its branches in 2025, improve breeding activities, increase production volumes, introduce modern innovations, and further expand the scope of veterinary services,” programs of measures for the development of livestock farming and its branches were approved and directed for implementation.
In the livestock sectors, 1,099 projects with a total value of 5.2 trillion soums were launched.
Including:
in cattle breeding – 431 projects worth 1.4 trillion soums,
in sheep and goat breeding – 139 projects worth 244.3 billion soums,
in poultry farming – 146 projects worth 1.9 trillion soums,
in fish farming – 148 projects worth 413.8 billion soums,
in camel breeding and horse breeding – 14 projects worth 14 billion soums.
Within the framework of the projects, 217 thousand head of cattle and 281 thousand head of sheep and goats were imported from abroad.
As a result, the number of cattle was increased to 14.6 million head, sheep and goats to 25.3 million head, and poultry to 116.1 million head.
In households of the population and farmers, 2.5 million head of cows and heifers were artificially inseminated.
A total of 809 livestock entities at local levels were granted the status of “Breeding Farm.”
1) As a result of implementing these measures, as of the current date of this year, 3.0 thousand tons of meat (in live weight), 12.7 thousand tons of milk, and 9.8 billion eggs were produced.
As a result, within the framework of the projects, the keeping of an additional more than 41 thousand head of cattle, 67 thousand head of sheep and goats, and 38 million head of poultry was organized.
For information: in 2023–2025, in the field of development of livestock farming and its branches, 7 thousand projects with a total value of 26.3 trillion soums were implemented, and more than 100 thousand permanent and seasonal new jobs were created.
Based on the Resolution of the President of the Republic of Uzbekistan No. PQ-285, 27 large livestock clusters worth 450 billion soums were established in districts specialized in livestock farming across the republic.
In addition, to date, within the framework of projects with the participation of international financial institutions, a total of 536.3 million US dollars have been attracted for the development of livestock sectors, including:
World Bank – 240.0 million US dollars,
Asian Development Bank – 150 million US dollars,
French Development Agency – 108.5 million US dollars,
International Fund for Agricultural Development – 37.8 million US dollars.
In the current year, from foreign countries with developed livestock farming, 217 thousand head of sheep and goats, 281 thousand head of cattle, and 3.4 million one-day-old pedigree chicks were imported and their breeding was organized.
Based on agreements between the Presidents of Mongolia and the Republic of Uzbekistan, 100.4 thousand head of “Bayad” breed sheep were imported into the territory of the country.
As a result of the implemented measures, the number of livestock entities was increased to 19.3 thousand.
For information:
the number of entities engaged in cattle breeding amounted to 8,054 (6,460 in 2023), or 125%;
the number of entities engaged in sheep and goat breeding amounted to 3,691 (2,830), or 130%.
The number of large cattle farms with 300–500 head increased to 537 (219 in 2023), or 249%;
the number of cattle farms with a capacity of 500–1,000 head increased to 475 (289), or 165%;
the number of farms with more than 1,000 head increased to 193 (116), or 166%.
The level of population provision with livestock products amounted to 109% for meat and 111.2% for milk.
Initiatives of the Head of State in the Sector and Their Results
By the Decree of the President of the Republic of Uzbekistan dated January 30, 2025,
“On measures to introduce modern mechanisms for the protection and rational use of pastures,” the main tasks were defined to ensure effective and targeted use of pasture lands, their protection, creation of natural plant plantations, development of pasture seed production, organization of pasture land leasing, monitoring of contractual relations, preservation, reproduction, and improvement of the gene pool of the Karakul breed, implementation of breeding plans, and improvement of infrastructure.
By the Resolution of the President of the Republic of Uzbekistan No. PQ-175 dated July 5, 2025,
“On measures to implement the project ‘Development of the Dairy Value Chain in Uzbekistan (Phase 2)’ with the participation of the International Fund for Agricultural Development,” preferential loan funds in the amount of 30.0 million US dollars for a period of 25 years with a 5-year grace period, as well as credit funds in the amount of 7.8 million US dollars, were allocated to the Republic of Uzbekistan.
By the Resolution of the President of the Republic of Uzbekistan No. PQ-322 dated October 31, 2025, a number of benefits were approved for the development of livestock sectors.
In particular:
from January 1, 2026 to the end of 2027, permission was granted to defer payment of value-added tax calculated on the import of live cattle and live sheep and goats for a period of up to 180 days;
commercial banks were instructed to provide preferential loans for up to 12 months at an annual rate of 12 percent (including 4 percent bank margin) in the amount of up to 50 percent of the harvest value for the cultivation of fodder and oil crops;
a practice was introduced to compensate 50 percent of electricity costs from the State Budget incurred by pumping units on the balance sheets of entities for irrigation activities during the cultivation of fodder and oil crops;
permission was granted to construct lightweight buildings for keeping large and small livestock, water reservoirs, and feed storage warehouses on lands leased for 49 years for fodder crop cultivation, as well as on up to 1 percent (but not more than 20 sotikhs) of land plots of not less than 10 hectares belonging to combined cotton-grain and livestock farms;
allowing livestock product producers to pay, in equal installments over 5 years, the fees calculated for acquiring the right to lease land plots through electronic online auctions for fodder crop cultivation will have a positive impact on the future development of the sector.
Execution of Assignments Following Visits, Meetings, and Conferences with the Participation of the Head of State
By the Resolution of the President of the Republic of Uzbekistan No. PQ-225 dated July 17, 2025,
“On measures to implement agreements reached during the high-level visit to Mongolia in the fields of agriculture and food,” an assignment was given to import 100 thousand head of small livestock from Mongolia to Uzbekistan. Based on this assignment, to date, 100 thousand head of “Bayad” breed sheep have been imported from Mongolia to a total of 102 livestock farms.
Positive results have also been achieved in the system of providing paid veterinary services.
In January–December of the current year, paid veterinary services amounting to 260 billion soums were provided.
To partially compensate the costs of livestock-producing farms for purchasing one-day-old chicks imported from foreign countries, subsidies in the amount of 48 billion soums were allocated.
Ensuring epizootic stability among animals:
39 million head of livestock were vaccinated against 11 types of diseases;
diagnostic tests were conducted on 12.7 million head of animals;
94 million head of poultry were vaccinated against 4 types of diseases;
preventive treatment was carried out on 38.7 million head of livestock.
Veterinary and sanitary expertise of livestock products was conducted for 12 million units.
Veterinary and sanitary expertise was conducted for 22.5 million units of plant products sold in markets.
Localization of Veterinary and Medicinal Products
a) On the basis of the Veterinary Research Institute, the following were localized:
6 types of vaccines,
20 types of diagnostic kits,
10 types of therapeutic agents.
b) By private enterprises, the following were localized:
48 types of medicinal products,
22 types of feed additives.
Further Strengthening of Infrastructure
Using grant funds in the amount of 13 million US dollars, including the equipping of 11 laboratories, acquisition of 180 specialized vehicles, 900 chamber and household refrigerators, construction of 500 modern veterinary service buildings, procurement of 1,550 tablets for veterinary units, and establishment of 4 animal quarantine farms.
Expansion of Digitalization Scope
The following systems were digitalized:
the unified electronic database of laboratory tests VETERINARY INFORMATION SYSTEM VIS-SAYYOR,
the digital border veterinary control system VIS-CHEGARA,
the professional development organization system VIS-MALAKA,
the disease monitoring, analysis, and forecasting system through mapping across the republic VIS-MONITORING,
the veterinary medicinal product registration system VIS-NEFRIT.
Integration of Science, Education, and Production
In scientific institutions of the sector, the number of employees with academic degrees was increased by 45 percent; 680 veterinary specialists underwent advanced training and retraining and acquired modern knowledge and skills.
A system of open and transparent dialogue with mass media was established on organizing effective public control in the sector, existing problems, and measures being taken to eliminate them.
By the Committee for the Development of Veterinary and Livestock Sectors, in 2024, quarterly briefings, press conferences, and press events were organized with the participation of relevant responsible officials to establish effective public control in the sector and ensure open dialogue with mass media regarding existing problems and measures taken to resolve them.
Tasks to Be Implemented in 2026

To develop livestock farming, funds from international financial institutions totaling 315 million US dollars will be attracted, including:
63 million US dollars from the Asian Development Bank,
152 million euros from the Japan International Cooperation Agency,
100 million US dollars from the Islamic Development Bank. -
In livestock farming and its branches, 1,500 projects with a total value of 5.5 trillion soums will be implemented, the breeding of 400 thousand head of livestock will be organized, and more than 25 thousand permanent and seasonal jobs will be created.

In the coming year, 100 thousand head of “Bayad” breed sheep will be imported from Mongolia.

Based on French experience, in 167 districts (4 in each), in 668 dehkan and farmer households, the keeping of 60 head of cattle and 100 head of sheep and goats will be organized.
In these households, the breeding of an additional 14 thousand head of cattle and 35 thousand head of sheep and goats will be organized, achieving production of 400 thousand tons of milk and 10 thousand tons of meat. -
The number of cattle will be increased to 15.1 million head (103%), sheep and goats to 26.3 million head (104%), meat production to 3.3 million tons (105%), and milk production to 13.6 million tons (106%).
The main goal is to ensure sustainable growth in livestock farming and increase productivity, achieving an annual growth rate of 3.8 percent in the sector.
