As emphasized, in recent years, special attention has been paid to the development of livestock, ensuring food security, and state support of the sector in our country.
Additionally, creating value-added chains by widely introducing modern production methods, and effectively using information and communication technologies and scientific achievements are also of urgent importance.
However, currently, incomplete implementation of animal identification limits the ability to carry out preventive vaccination against dangerous infectious diseases and ensure epizootic stability.
Moreover, due to the lack of digitization and centralization of identification processes and databases, problems in accurate accounting of animals persist.
This Law designates the Committee for Veterinary and Livestock Development under the Ministry of Agriculture as the authorized body in the field of animal identification, registration, and monitoring.
The rights and obligations of both the authorized state body and animal owners are clearly defined. General requirements and deadlines for identification, registration, and monitoring are also established.
The organization of activities related to identification, registration, monitoring, and disposal of animals, coordination of the electronic information system, and ensuring real-time electronic data exchange are assigned to the Animal Identification, Registration, and Monitoring Center.
As noted by senators, the adoption of this Law will create a unified electronic database of animal accounting, breeding, and health, regulate the keeping and movement (migration) of animals, and establish a system for continuous monitoring.
Additionally, full preventive vaccination against dangerous infectious diseases will be ensured, preventing animals from contracting and dying from various infectious diseases. Epizootic and epidemic stability will be maintained in the country.
At the end of the discussion, the Law was approved by the senators.
