Today, combating corruption has become one of the most important areas of state policy in our republic. Under the leadership of our esteemed President Shavkat Mirziyoyev, systematic efforts are being made to prevent and fight corruption, and to curb corruption factors in all spheres of state and society building. This can be seen in the normative-legal documents and state programs adopted in recent years aimed at combating corruption.
Supporting the President’s initiatives to fight corruption, the Committee has also undertaken comprehensive measures to improve anti-corruption activities within its system, focusing on preventing and proactively addressing this issue.
In particular, significant work has been done on assessing the risk of corruption, training staff on anti-corruption measures, and improving their qualifications. I would like to emphasize that as a result of consistent efforts to implement an anti-corruption system based on international best practices, the Committee was awarded the ISO 37001:2016 international standard certification in 2023 for its anti-corruption efforts.
In accordance with this international standard, a management system to combat corruption has been implemented within the Committee and its subordinate organizations. Furthermore, based on the international standard's requirements, measures are being taken to identify and eliminate the causes and conditions leading to corruption.
More than 10 internal departmental documents related to anti-corruption efforts have been developed and implemented within the Committee system. At the same time, tasks and directions aimed at preventing and addressing corruption-related offenses have been defined, and measures to identify, assess, and reduce corruption risks are being actively pursued.
In addition, activities to develop an uncompromising attitude towards corruption, raise awareness of anti-corruption issues, and improve the legal consciousness and culture of employees are being carried out through training seminars, briefings, and discussions.
I would like to stress to all employees of the Committee system that, based on the principle of zero tolerance for corruption, do not engage in any corrupt activities, do not act in the interest of others, and never misuse your position for illegal purposes such as bribery or any other unlawful goals.
You must set an example of honesty, fairness, and integrity in your dealings with legal and physical persons in your professional activities, and strictly adhere to the legal norms and internal documents concerning anti-corruption measures within your job responsibilities.
We must not forget that corruption does not only affect a specific sector, but leads to a crisis in the development of the entire society. As life itself shows, the fight against corruption cannot be achieved solely through organizational and legal tools.
I believe that the fight against this societal plague should not only involve state institutions but also society as a whole, with every citizen bearing responsibility. We must shift from dealing with the consequences of corruption to preventing it early on. Therefore, public and government institutions must work together to prevent and combat this issue to achieve effective results.
In our primary areas of work, such as veterinary, livestock, and breeding, as well as in creating value chains in livestock, the implementation of programs like "Environmental Protection and Green Economy Year," and the preservation of pastures, we must prioritize eliminating corruption risks and ensure that no corruption factors or conditions are allowed to hinder our work.
With patriotism, loyalty, and responsibility as the core principles, each specialist must carry out their duties conscientiously and independently, ensuring that the fight against corruption is conducted with integrity and high standards.
The civil servant must be pure-hearted, honest, open-minded, and wise, and in doing so, will undoubtedly earn the trust, love, and attention of the people. Let us not forget that we are responsible for the present and future prosperity of our beautiful and unique country.
