Address by the Director of the Cadastral Agency
2024-11-08 08:00:00 / Statements and speeches of administration

Land, property, and housing relations have historically become part of our national values.
On August 5, 2024, the President of our country signed another historic Law that is important to our citizens.
Today, on November 8, the long-awaited Law “On the recognition of rights to self-occupied land plots and buildings or structures constructed on them” comes into force.
According to the approved 2024–2025 action plan, cadastral employees will begin the inventory process in neighborhoods (mahallas).
The purpose of addressing you on the effective date of the Law is to call for vigilance!
There are many honest citizens who have long hoped to formalize ownership of the homes they have lived in for years. However, there are also opportunists who aim to profit illegally from the situation.
I urge you not to believe any words or promises from such dishonest individuals!
First, neighborhoods will be inventoried strictly according to the approved schedule. One area will not be skipped in favor of another.
In simple terms — “there is no way to fast-track the process”!
Second, after the inventory, every case entered into the “E’TIROF” system will be reviewed by more than 15 ministries and agencies, and will be analyzed using satellite imagery.
In plain language — “you can’t pull strings to make it happen”!
Third, during the inventory, only cases that fall under the 8 categories clearly defined by law will be considered.
Those who now occupy land and begin construction hoping to legalize it later will be held accountable. These actions will be monitored through information systems.
Simply put — “connections won’t help!”
Dear citizens, if you encounter fraud, bribery, or corruption of any kind, immediately report it to law enforcement agencies.
Let us not forget that the fair and effective implementation of this Law depends on all of us.
Respectfully,
Farrukh Pulatov
Director of the Cadastral Agency
