A voucher system is currently in place to support citizens in acquiring modern professions and learning foreign languages.

Who can receive a voucher?

• unemployed citizens;
• family members included in the Social Registry;
• citizens without an official source of income.

Where to apply for a voucher?

• district or city employment departments;
• khokim's assistants in mahalla citizens' assemblies (MFY);
• online through the ecosys.mehnat.uz platform.

An electronic registry of educational institutions participating in the voucher system has been established. Citizens are granted the right to a one-time use of the voucher to learn a profession or foreign language.

How is the quality of education monitored?
During the training process, the quality of education and student attendance are automatically monitored through a CRM program. A mechanism has also been introduced to monitor the subsequent employment outcomes of citizens who complete the courses.

At the end of the training courses, a final exam is held based on test assignments placed in the ecosys.mehnat.uz software. A student who scores at least 71 points on the final exam is considered to have successfully completed the course and is issued a certificate of the established format.

The inclusion of a new field in the voucher system is reviewed by a working group established at the Ministry. Once approved, the field is added to the ecosys.mehnat.uz platform and published on the Ministry's official website.
