Individual Consultant to Develop Requirements for Credit Line Beneficiaries on Energy Saving in the Livestock Sector

Livestock plays a crucial role in society and fulfills multiple functions. The primary function is food production, which directly impacts the food and economic security of the country and its regions. Moreover, the sector contributes to environmental sustainability, employment generation, and socio-economic development of rural areas.

The objective of the project is to support the development of an efficient, market-oriented, sustainable, and inclusive livestock sector in Uzbekistan.

The project aims to transform the livestock sector by establishing resilient livestock systems capable of effectively responding to increasing demand for animal-based products and climate-related risks.

The project includes the following components:

• Strengthening public services in the livestock sector;

• Improving market infrastructure and value chains, and facilitating trade;

• "Green" and climate-resilient livestock value chains;

• Project management and coordination.

The project will be implemented in the Republic of Karakalpakstan and all regions of the Republic of Uzbekistan from 2023 to 2028.

Objective of the Assignment:
To develop selection criteria for applications and templates for energy-saving action plans (including an energy consumption assessment plan) that must be prepared by applicants under the credit line subprojects.

Minimum Requirements for Candidates:

The consultant must meet the following minimum requirements:

• A degree in agriculture;

• Participation in at least 3 projects aimed at improving energy efficiency in agriculture;

• Participation in at least 3 projects focused on agricultural development in Uzbekistan;

• Knowledge of local energy efficiency legislation, including:

  • Law of the Republic of Uzbekistan No. ZRU-940 dated August 7, 2024 — “On Energy Saving, Rational Use of Energy, and Improvement of Energy Efficiency”;

  • Presidential Decree of the Republic of Uzbekistan No. PP–4422 dated August 22, 2019 — “On Accelerated Measures to Improve Energy Efficiency in Economic Sectors and the Social Sphere, Implement Energy-Saving Technologies, and Develop Renewable Energy Sources”;

• Fluency in Uzbek, Russian, and English.

The consultant will be selected according to the procedures for selection of individual consultants outlined in the World Bank Procurement Guidelines.
