The Republic of Uzbekistan has received financing from the International Development Association (IDA) toward the cost of the project “Livestock Sector Development Project (Phase II)” with the participation of IDA and IBRD, and intends to apply part of the proceeds for hiring a consulting firm (hereinafter referred to as the “Consultant”) to provide the following consulting services under the “Livestock Sector Development Project (Phase II)”:

SLSDP/CQS/08 – “Engagement of a Consulting Company to Provide Services for Construction Design”.

The Consultant will provide services to the Project Implementation Unit (PIU) “Livestock Sector Development Project (Phase II)” for construction design. The detailed scope of work to be carried out by the Consultant is described in the Terms of Reference.

The contracting authority for this assignment is the PIU “Livestock Sector Development Project (Phase II)” (hereinafter referred to as the “Client”).

The Client now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide comprehensive information, including a brochure (company profile, contract duration, amount, total project cost, percentage of participation, start and completion dates), demonstrating that they have the required qualifications and relevant experience to perform the Services, including:

• At least 5 years of experience in design, author supervision, and project management for the construction and reconstruction of buildings and facilities;

• Successful experience in implementing at least 2 projects (contracts) in industrial and civil construction design as a lead firm, with the service budget of at least USD 0.2 million equivalent each during the last 5 years;

• Availability of an electronic rating in the “Shaffof Qurilish” system not lower than C;

• An annual turnover of at least USD 0.2 million equivalent for the last 3 years;

• A positive annual balance sheet for the last 3 years.

The technical and managerial structure of the firm (only organizational structure, general qualifications, and number of key staff should be provided). Do not submit CVs of key staff. Key experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

Attention of interested Consultants is drawn to paragraphs 3.16, 3.17, 3.21, and 3.22 of the World Bank Procurement Regulations for IPF Borrowers, dated July 2016, revised in November 2017, July 2018, November 2020, and September 2023, setting forth the World Bank’s policy on conflict of interest and eligibility.

A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers (July 2016, revised November 2017, July 2018, November 2020, and September 2023).

Interested Consultants must provide information about their organization demonstrating compliance with the criteria of this selection.

Expressions of Interest must be delivered no later than 16:00 hours (Tashkent time), August 18, 2025, to the address below. Late submissions will not be considered.
