Assignment Title: Consulting Services for Conducting a Study on the Prevalence of Bovine Brucellosis

1. Background
The Republic of Uzbekistan has received financing from the International Fund for Agricultural Development (IFAD) toward the cost of the Dairy Value Chain Development Project – Phase II (DVCDP-II). The Project intends to apply part of the proceeds of this financing to payments under the contract for Consulting Services for Conducting a Study on the Prevalence of Bovine Brucellosis.
The overall objective of the assignment is to assess the epidemiological situation regarding bovine brucellosis and provide analytical and practical recommendations for strengthening disease control and eradication measures in line with international standards.
2. Scope of Services
The Individual Consultant will be responsible, inter alia, for conducting a study on the prevalence of bovine brucellosis in five regions of the Republic of Uzbekistan: Syrdarya, Jizzakh, Samarkand, Kashkadarya and Surkhandarya regions. The objective of the study is to assess the existing strategy for vaccination, testing and culling of animals, as well as to develop a long-term phased strategy for the eradication of bovine brucellosis in the dairy sector.

3. Selection Method
The Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the IFAD Procurement Handbook, available at: https://www.ifad.org/project-procurement
4. Qualification Requirements
Interested Individual Consultants should meet the following minimum qualifications:
Education
- Advanced university degree in Veterinary Medicine or Veterinary Public Health.
Professional Experience
- At least 20 years of professional experience in veterinary medicine and/or epidemiology of infectious animal diseases;
- Proven experience in conducting prevalence studies of infectious animal diseases, preferably brucellosis;
- At least 10 years of experience in organizing and conducting field and laboratory research on infectious animal diseases;
- Experience in projects related to bovine brucellosis or other zoonotic diseases;
- Knowledge of serological diagnostic methods for brucellosis (RBT, ELISA, CFT/AGID);
- Strong knowledge of WOAH international standards for control and eradication of infectious animal diseases;
- Experience in economic modelling and economic justification of brucellosis control/eradication programs for government authorities and international donors;
- Experience in at least three veterinary projects financed by International Financial Institutions;
- Knowledge of veterinary legislation of the Republic of Uzbekistan and the One Health approach.
Language Requirements
- Professional working proficiency in English and Russian;
- Knowledge of Uzbek language is considered an asset.
