At the initiative of the esteemed President of our country, Shavkat Miromonovich Mirziyoyev, systematic efforts are being carried out nationwide to prevent corruption, combat it, and eliminate corruption factors in all spheres of state and public administration. This can clearly be seen from the regulatory legal acts and state programs adopted in recent years in the field of anti-corruption.
Supporting the initiatives of the Head of State in combating corruption, comprehensive measures are also being implemented within the Committee system to improve activities related to anti-corruption efforts, with special attention paid to prevention and prophylaxis of this negative phenomenon.
In particular, substantial work has been carried out to assess corruption risks, train employees in anti-corruption practices, and enhance their qualifications. I would like to emphasize that as a result of the consistent introduction of an advanced anti-corruption system based on international standards, aimed at preventing corruption and combating it in a principled and uncompromising manner, the Committee obtained the ISO 37001:2016 international anti-corruption management system certification in 2023.
In accordance with the requirements of this international standard, an anti-corruption management system has been introduced in the Committee and its subordinate organizations and institutions. Specifically, based on international standard requirements, systematic measures are being taken within the Committee system to combat corruption, identify the causes and conditions leading to it, and eliminate them. In particular, more than 10 internal departmental documents on anti-corruption were developed and implemented in practice in accordance with international standard requirements.
At the same time, certain efforts are being made within the Committee system to ensure the implementation of Presidential Resolution No. PQ-210 dated May 5, 2024, “On measures to effectively organize the enforcement of the Law of the Republic of Uzbekistan ‘On Conflict of Interest’.”
In particular, regular studies are being conducted within the Committee for the Development of Veterinary Medicine and Livestock Breeding and its subordinate organizations to ensure compliance with restrictions aimed at preventing conflicts of interest in employees’ activities. As a result of these studies, cases of participation in entrepreneurial activities were identified, and situations involving the combination of public service with entrepreneurial activity were eliminated.
Additionally, in accordance with Article 13 of the Law of the Republic of Uzbekistan “On State Civil Service,” it was communicated to all employees of the Committee and its system that a state civil servant is not entitled to engage in entrepreneurial activity, and strict warnings were issued.
A methodological guide developed by the Anti-Corruption Agency, the Academy of Law Enforcement Agencies, and the Ministry of Justice of the Republic of Uzbekistan on measures to eliminate potential issues arising in the application of the Law “On Conflict of Interest” was distributed among employees of the Committee’s central office and its subordinate organizations.
In organizations within the Committee system, with the participation of responsible representatives of law enforcement agencies, advocacy activities aimed at fostering an uncompromising attitude toward corruption, preventing corruption, and enhancing the legal awareness and culture of employees are regularly organized in the form of training seminars, workshops, briefings, and roundtable discussions.
At this point, I would like to especially emphasize to all employees working within the Committee system that, guided by the principle of zero tolerance for corruption, you must not participate in any actions related to corruption, must not act in the interests of other persons, and must not illegally use your official position for bribery or any other unlawful purposes.
In your professional interactions with legal entities and individuals, you must serve as an example of honest, fair, and independent conduct, strictly comply with anti-corruption legislation and adopted internal documents, and demonstrate an uncompromising stance toward all forms and manifestations of corruption.
We must not forget that corruption leads not to the decline of a single sector, but to the crisis of society as a whole. Life itself shows that it is impossible to achieve the goals of combating corruption solely through organizational and legal measures.
I believe that responsibility for combating this socially dangerous phenomenon lies not only with state institutions, but also with society as a whole and every citizen. We must move from fighting the consequences of corruption to preventing it at an early stage. Therefore, coordinated efforts by state and public organizations to prevent and combat corruption are the most effective way to achieve tangible results.
In carrying out our core activities in the fields of veterinary medicine, livestock breeding, and animal husbandry, as well as in creating value chains in livestock production, preserving pastures, and establishing environmental and management systems, we must consider zero tolerance for corruption-related offenses, preventing their occurrence, and eliminating corruption factors and conditions as our top priority.
In doing so, by making patriotism, loyalty, and responsibility the fundamental principles of our work, each specialist must conscientiously, impartially, and at a high professional level fulfill the tasks assigned to them.
A public servant who is, above all, pure in heart, conscience, and actions, open-minded, and endowed with intelligence and wisdom will undoubtedly earn the trust, respect, and affection of the people. Therefore, let us not forget that we ourselves are primarily responsible for the present and future, and for the bright future of our beautiful and unique homeland.
