Expression of Interest (EOI) Request

The Republic of Uzbekistan has received financing from the International Development Association (IDA) toward the cost of the " Second Livestock Sector Development Project " with the participation of IDA and IBRD, and intends to apply part of the proceeds for the hiring of a consulting firm (hereinafter referred to as the "Consultant") to provide the following consulting services under the project:

SLSDP/CQS/08: "Engagement of a Consulting Company for Construction Design Services"

The Consultant will provide services to the Project Implementation Unit (PIU) of the " Second Livestock Sector Development Project " related to construction design. The detailed scope of work for the Consultant is outlined in the Terms of Reference (TOR).

The contracting entity for this assignment is the PIU " Second Livestock Sector Development Project " (hereinafter referred to as the "Client").

The Client now invites eligible consulting firms ("Consultants") to express their interest in providing the Services. Interested Consultants must provide comprehensive information, including a company brochure (profile, contract duration, amount, total project cost, participation percentage, start and completion dates), demonstrating that they possess the required qualifications and relevant experience to perform the Services. The key requirements include:

·         At least 5 years of experience in design, construction supervision, and project management for building construction and reconstruction;

·         Proven track record in industrial and civil engineering design projects as the lead firm for at least 2 projects (contracts) with a service value of no less than $0.2 million (equivalent) each over the past 5 years;

·         Minimum "Shaffof Qurilish" (Transparent Construction) electronic rating of "C" or higher;

·         Minimum annual turnover of $0.2 million (equivalent) over the last 3 years;

·         Positive annual balance sheets for the last 3 years.

The firm’s technical and managerial structure (organizational chart, general qualifications, and number of key personnel) must be provided. Do not submit CVs of key staff—key experts will not be evaluated at this stage.

Consultants may associate with other firms in the form of a joint venture (JV) or sub-consultancy to enhance their qualifications.

Interested Consultants are advised to review Paragraphs 3.16, 3.17, 3.21, and 3.22 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in November 2017, July 2018, November 2020, and September 2023), which outline the Bank’s policies on conflict of interest and eligibility.

The Consultant will be selected using the "Consultant’s Qualification Selection (CQS)" method in accordance with the World Bank Procurement Regulations for IPF Borrowers (July 2016, revised in November 2017, July 2018, November 2020, and September 2023).

Interested applicants must submit information about their organization, demonstrating compliance with the selection criteria.

Expressions of Interest must be delivered in writing (in person or by email) to the address below no later than 16:00 (Tashkent time) on August 18, 2025. Late submissions will not be considered.
