Project: “Dairy Value Chain Development Project – Phase II” with the participation of the International Fund for Agricultural Development (IFAD)

Title of Services: “Consulting Services to Support the Project Implementation Unit (PIU) in the Implementation of Component 1 Activities”

1. General Information

The Republic of Uzbekistan has received financing from the International Fund for Agricultural Development (“IFAD”) for the implementation of the project “Dairy Value Chain Development Project. Phase II” (“Client”) and intends to apply part of the proceeds to procure consulting services. For this purpose, this Request for Expressions of Interest (REOI) is issued.

2. Invitation to Participate

The Client invites legally registered consulting firms (“Consultants”) to submit Expressions of Interest for carrying out activities under Component 1 of the Project. More detailed information about these consulting services is provided in the Terms of Reference (TOR).

3. Obtaining Additional Information

The Terms of Reference may be provided upon written request to the email address indicated below.

4. Selection Procedure

The selection process will be carried out using the Consultant Qualification Selection (CQS) method, as described in the IFAD Project Procurement Handbook, available on the IFAD website at www.ifad.org/project-procurement.

5. Qualification Requirements for the Consultant

(Detailed requirements are provided in the TOR)

• Minimum of 5 years of proven professional experience in providing consulting services in agriculture, livestock development, rural development, or related fields.
• Proven experience in successfully completing at least five (5) consulting service contracts over the last five years involving social analysis, stakeholder engagement, social mobilization, or work with rural communities.
• Experience in the last five years in preparing TORs, technical specifications, or operational manuals for consultants/companies in the fields of agriculture, livestock, rural development, or social mobilization.
• Institutional capacity and ability to mobilize a multidisciplinary team including specialists in livestock/agriculture; social development/stakeholder engagement; data analysis/database management; rural development; and project coordination.
• Participation in at least three (3) IFAD-financed or IFAD-supervised projects.

6. Submission of Expressions of Interest

Expressions of Interest should be submitted to the address below no later than 16:00 (Tashkent time), December 15, 2025.

Submission by email to the address indicated below is allowed. Applications received after the deadline will not be considered.
