Activities carried out to improve the state environmental expertise system

Reforms implemented to organize the activities of the State Ecologocal Expertise more efficiently, introduce modern mechanisms for environmental impact assessment, and ensure open access to information for the public have contributed to the consistent development of the sector.
The results achieved in this area during January–September 2025 are presented below:

State Ecological Expertise Conclusions:
– During January–September 2025, a total of 37,980 conclusions of the The Center for State Ecological Expertise were issued to enterprises and organizations of categories I–IV.
For reference: in 2022 — 17,188; in 2023 — 21,471; and in 2024 — 31,908 conclusions were issued. -
Open Data Platform:
– More than 115,000 conclusions of the State Environmental Expertise have been published on the Open Data Portal, which contributes to ensuring transparency and openness in this field. -
Adoption of a New Law:
– On February 24, 2025, the Law of the Republic of Uzbekistan “On Environmental Expertise, Environmental Impact Assessment, and Strategic Environmental Assessment” was adopted in a new edition (Law No. ZRU–1036). -
Draft Resolution of the Cabinet of Ministers:
– A draft resolution of the Cabinet of Ministers titled “On Measures for Introducing New Mechanisms of Environmental Expertise, Environmental Impact Assessment, and Strategic Environmental Assessment” has been developed and submitted for consideration in accordance with the established procedure. -
National Standards:
– The Center for State Ecological Expertise has developed four national standards, which have been approved by the Institute of Standardization of Uzbekistan. -
International Cooperation:
– A Memorandum of Understanding was signed between the Korea Environment Institute (Republic of Korea) and the State Ecological Expertise Center.
The document provides for the development of cooperation in improving the systems of Environmental Impact Assessment and Strategic Environmental Assessment, enhancing human capacity, and achieving carbon neutrality. -
Digital Information System:
– The unified automated information system for Environmental Impact Assessment — “eco-service.uz” — has been completely updated and launched.
Through this platform, the entire process — from submitting an application to issuing a State Environmental Expertise conclusion — has been fully digitized. This made it possible to create a transparent, efficient, and human-factor-free review system.
The above-mentioned achievements represent an important stage in the improvement of the State Ecological Expertise system. The new edition of the law and the developed regulatory documents have strengthened the legal foundation of the sector.
At the same time, the expansion of international cooperation, the introduction of national standards, and the implementation of digital technologies have laid the groundwork for enhancing transparency and efficiency in the activities of the State Ecological Expertise.
As a result of these measures, reforms aimed at ensuring environmental safety, reducing the negative impact on the environment, and creating favorable ecological conditions for the population have reached a new level of development.
