Main tasks and functions

Environmental expertise in the Republic of Uzbekistan is carried out on the basis of the Constitution, laws, resolutions of the chambers of the Oliy Majlis, decrees and resolutions of the President, resolutions and orders of the Cabinet of Ministers, as well as orders and instructions of the Ministry of Ecology, Environmental Protection and Climate Change, the charter of the Ministry, and other regulatory legal acts.
Main tasks of ecological expertise:

verification of compliance of documents submitted by clients with environmental protection legislation;

analysis of the accuracy and completeness of data on planned or ongoing economic and other activities, as well as their environmental and social consequences;

determination of the validity of the assessment of the impact of biological and chemical substances, and technologies on the environment;
-
verification of the correctness of the assessment of the level of environmental risk of the consequences of planned or ongoing activities;
-
evaluation of the adequacy and justification of measures to ensure environmental safety;
-
verification of the scientific validity of draft environmental standards;
-
preparation of conclusions on environmental impact assessment materials and other objects of state environmental expertise, indicating the possibility of implementing the project (positive conclusion) or the impossibility of its implementation (negative conclusion).
Conclusions and Monitoring
-
inclusion in conclusions of information about the object, technological processes, environmental consequences, and necessary environmental protection measures;

monitoring of conclusions issued to clients and sending notifications in cases of expiration of their validity.
Information and Technological Directions
-
creation, development, and modernization of information systems and computer networks, taking into account information security requirements;
-
development of procedures for the formation and use of information resources;
-
expansion of the range of services and introduction of new types of services in order to generate additional sources of income.
Economic and Technical Activities
-
efficient use of vehicles and other equipment, their storage and repair, compliance with safety regulations;
-
leasing of unused equipment, machinery, and buildings in accordance with established procedures;
-
targeted use of property and material assets, acquisition of new fixed assets, and decommissioning of outdated ones;
-
delivery of ferrous and non-ferrous metal waste as secondary raw materials in the prescribed manner.
Personnel and Labor Issues

creation of conditions for training, retraining, and professional development of employees;
-
increasing labor productivity, improving the management system, and wide implementation of information and communication technologies;
-
introduction of modern forms of remuneration and development of the incentive system;

ensuring strict compliance with internal labor regulations and safety rules.
Scientific and Technical Activities

rational use of discoveries, inventions, utility models, and industrial designs;

organization of experience exchange and work in the field of metrology.
Financial Management

allocation of material resources and funds in accordance with budget documentation and control over their targeted use;

development of long-term plans to improve economic indicators and increase the volume of production services.
Ensuring Confidentiality
-
safeguarding state secrets, confidential documents, and archival materials in accordance with the legislation of the Republic of Uzbekistan.

The main tasks of the Center are to ensure environmental safety, monitor activities that may impact the environment, assess their economic and social consequences, and organize effective management in this field.
