Main tasks and functions
Conducting state environmental expertise to determine whether proposed, planned or ongoing economic and other activities comply with environmental requirements, as well as to determine whether an environmental assessment object may or may not be implemented.
Conducting state environmental expertise of draft maximum permissible environmental standards establishing permissible levels of pollutant emissions into the ambient air, pollutant discharges into surface watercourses or onto the terrain, as well as the generation and disposal of production and consumer waste arising from economic and other activities.
Engaging experts and specialists, including foreign and international experts, in conducting state environmental expertise.
Cooperating, in accordance with the established procedure, with relevant international organizations of other countries to exchange experience in conducting state environmental expertise.
Developing methodological and practical recommendations for the comprehensive assessment of environmental factors related to environmental protection, climate change and public health in the process of formulating and implementing state policies, strategies, concepts, plans and programmes in the field of strategic environmental assessment.
Assessing the quality of environmental impact assessment materials and draft environmental standards prepared by relevant organizations, as well as compiling ratings of organizations involved in their preparation.
Establishing and maintaining a database on best available techniques; participating in the development and updating of sector-specific reference guides on best available techniques; analysing the environmental performance of technological processes; assessing resource and energy efficiency, as well as opportunities for reducing pollutant emissions; studying international experience and advanced technologies; and introducing them into national practice.
Classifying economic activities based on environmental and climate criteria within the framework of the green taxonomy, assessing their environmental impact, and determining indicators of resource and energy efficiency and pollution reduction.
To fulfil its assigned main tasks, objectives and areas of activity, the Center performs the following functions:
Organizing processes related to the conduct of state environmental expertise through the Unified Portal of Interactive Public Services.
Verifying whether the materials submitted by applicants for state environmental expertise comply with laws and subordinate regulatory legal acts in the field of environmental protection.
Analysing the reliability and completeness of information on the environmental and social consequences of planned or ongoing economic and other activities.
Verifying the validity of assessments of the environmental impact of biological and chemical substances, as well as technologies used in planned or ongoing economic and other activities.
Verifying the validity of assessments of the degree of environmental hazard associated with the consequences of planned or ongoing economic and other activities.
Determining the adequacy and justification of measures aimed at ensuring compliance with environmental safety requirements.
Developing proposals for introducing artificial intelligence technologies into environmental protection and state environmental expertise, including the analysis of environmental data, assessment of environmental risks and automation of expert review processes.
Monitoring state environmental expertise conclusions issued to applicants and, where necessary, notifying applicants of the expiry of the validity period of such conclusions.
