The resolution was adopted to ensure the implementation of the Law of the Republic of Uzbekistan “On Environmental Expertise, Environmental Impact Assessment and Strategic Environmental Assessment,” as well as to introduce modern, transparent, and effective mechanisms into environmental assessment processes.
What new measures does the resolution establish?
1. The procedure for state environmental expertise is being improved.
The resolution defines the types of activities and facilities that are subject to mandatory state environmental expertise. Facilities are classified into categories according to their level of environmental impact. This makes it possible to assess projects based on their degree of environmental hazard.
2. Environmental impact assessment mechanisms are being strengthened.
The possible impact of planned or ongoing economic activity on atmospheric air, water resources, soil, flora and fauna, and human health will be studied. Appropriate measures will be developed to prevent identified risks and reduce negative consequences.
3. Public participation is being expanded.
The procedure for organizing and holding public hearings on the environmental impact of activities is established. This allows citizens, public representatives, and other stakeholders to express their opinions and proposals on environmental issues.
4. The legal basis for public environmental expertise is being strengthened.
The resolution also approves the procedure for conducting public environmental expertise. This mechanism makes it possible to study and assess issues of environmental importance with public participation.
5. The activities of developers of environmental documents are being improved.
The resolution sets out the procedure for organizing the work of developers of environmental impact assessment materials and draft environmental standards, as well as the procedure for maintaining their rating. This helps improve the quality of environmental documents and the process of preparing them.
6. Deadlines and fees for expertise are being regulated.
The relevant annexes to the resolution set the deadlines for environmental expertise and the amounts of fees for facilities subject to mandatory state environmental expertise, depending on the type of activity and the category of environmental impact.
What is the significance of the resolution?
The main goal of the new mechanisms is to identify environmental risks early, reduce the negative impact of economic activity on the environment, promote the rational use of natural resources, and ensure public participation in environmental decision-making.
Accordingly, entrepreneurs, design organizations, and developers of environmental assessment materials are advised to organize their activities in accordance with legal requirements, take environmental requirements into account when preparing projects, and comply with the established procedures.
The Andijan Region Department of Ecology and Climate Change also considers it important to widely promote the content and meaning of the resolution, carry out explanatory work on environmental legislation requirements, and implement measures aimed at protecting the environment.
