Today, our country is implementing systematic reforms aimed at combating corruption, fostering an intolerant attitude towards corrupt practices in society, ensuring transparency in public administration, and strengthening public oversight. New regulatory legal acts adopted in this area as part of the efforts to build New Uzbekistan provide a legal foundation for further improving the anti-corruption framework.
In particular, pursuant to Presidential Decree No. UP-270 of the Republic of Uzbekistan dated December 30, 2025, “On Further Improvement of the System for Preventing and Combating Corruption in the Republic of Uzbekistan,” an internal anti-corruption control system (compliance control) has been introduced in government bodies and organizations. Compliance control units are responsible for implementing internal anti-corruption policies within their respective government bodies and organizations.
As in other sectors, particular attention is being paid to fostering an intolerant attitude towards corruption in the field of ecology and environmental protection, particularly in the activities of the Center for State Environmental Expertise, as well as to improving legislation in line with international standards.
The Center has established an internal anti-corruption control system (compliance control) aimed at strengthening the ability of employees and environmental experts to resist corruption and preventing corruption-related offences in the performance of their professional duties.
As part of this work, the legal framework governing environmental expertise has been updated. Consequently, Law No. ZRU-1036 of the Republic of Uzbekistan dated February 24, 2025, “On Environmental Expertise, Environmental Impact Assessment and Strategic Environmental Assessment,” was adopted, along with Resolution No. 234 of the Cabinet of Ministers dated May 11, 2026, “On Measures to Introduce New Mechanisms for Environmental Impact Assessment,” aimed at ensuring the implementation of the aforementioned Law.
To enhance the transparency of environmental expertise procedures, prevent corruption risks and conflicts of interest, and create favourable conditions for business entities, the Center is introducing a mechanism for providing public services through the Unified Portal of Interactive Public Services of the Republic of Uzbekistan. The portal enables applicants to submit environmental impact assessment materials and draft environmental standards for state environmental expertise.
The introduction of digital technologies has made it possible to transfer the entire process to an electronic format, from the submission of an application for state environmental expertise to the issuance of an expert conclusion. This helps minimize the influence of the human factor. The system is integrated with the electronic systems of several government bodies, including the Tax Committee, the Ministry of Construction and Housing and Communal Services, and the Ministry of Mining Industry and Geology.
In addition, the practice of publishing state environmental expertise conclusions in the open data section of the Center’s website has been introduced. To date, approximately 130,000 state environmental expertise conclusions have been made publicly available.
The Center for State Environmental Expertise operates call centers on an ongoing basis to receive complaints and appeals from business entities.
A system has also been introduced under which applications received from the regions undergo an initial review by the Center’s central office. If the submitted documents comply with the requirements of the legislation, the applications are forwarded electronically to the relevant territorial branches for expert review.
This mechanism helps prevent circumstances that could lead to conflicts of interest and improves the effectiveness of ensuring that projects comply with environmental requirements.
Public hearings are organized to inform the public about projects undergoing environmental impact assessment, in accordance with the principles of transparency and public participation. The introduction of public environmental expertise under the updated legislative framework will also contribute to improving the effectiveness of work in this area.
Various measures are being implemented systematically to combat corruption and prevent conflicts of interest. At meetings of the Center’s central office, information and awareness-raising activities are conducted to ensure compliance with internal rules and standards of professional ethics.
Dear environmental experts!
I would like to reiterate the importance of strictly adhering to the deadlines established by law for issuing state environmental expertise conclusions, ensuring that decisions to return project documentation for revision are properly justified, and making certain that all conclusions issued comply with the applicable requirements.
Violations in these processes may create corruption risks and must be duly assessed. I urge every employee to perform their official duties responsibly and conscientiously, ensure the objectivity of decisions, and prevent any form of corruption.
