Environmental Monitoring and Gas Cleaning Systems Studied at Tashkent Thermal Power Plant

On September 10, 2026, a delegation comprising representatives of the State Center for Environmental Expertise of Uzbekistan and the International Center for Green Technologies and Investment Projects of the Republic of Kazakhstan visited the Tashkent TPP.
The visit was organized as part of the implementation of tasks outlined in the joint Roadmap for developing cooperation in the introduction of Best Available Techniques (BAT), as well as to determine the next stages of a joint project aimed at promoting BAT implementation.
The Kazakh side was represented by K.B. Masenov, Managing Director and Head of the BAT Bureau, and Abilaykhan Talgatov, Head of the Department for Monitoring, Analysis and Environmental Impact Regulation. The Uzbek side included V.V. Shi-syan, Deputy Director General of the State Center for Environmental Expertise, as well as specialists working in the areas of BAT implementation and state environmental expertise.
During the visit, the specialists examined the Tashkent TPP’s main production processes, environmental control system, sources of pollutant emissions into the atmosphere, and technical solutions aimed at reducing environmental impacts.
Particular attention was paid to the automated emissions monitoring system. The specialists were shown the installed equipment, the process of continuously monitoring the parameters of exhaust gases, as well as procedures for collecting and processing monitoring data.
The delegation also inspected the dust and gas cleaning equipment installed at the TPP. Plant specialists provided detailed information on the operating principles, design features, technical capabilities, capacity and efficiency of the equipment in treating exhaust gases.
During the discussions, the participants addressed issues related to the technical condition and operating modes of the equipment, filter maintenance, instrumental verification of treatment efficiency, as well as the use of technological and environmental indicators to assess industrial facilities’ compliance with BAT principles.
The practical visit provided an opportunity to study the interrelationship between technological processes, emissions treatment systems and automated monitoring using an actual industrial facility as a case study. This experience is particularly important for developing a modern environmental regulation system based on BAT principles.
Kazakh specialists shared their experience in conducting comprehensive technological audits at industrial enterprises, collecting and analyzing sector-specific data, developing BAT reference documents, and establishing technological performance indicators for industrial sectors.
The visit to the Tashkent TPP marked another stage in the practical cooperation between Uzbekistan and Kazakhstan in developing the BAT system in Uzbekistan.
The experience gained during the visit will be taken into account in improving methodologies for the technological assessment of industrial facilities, developing sector-specific BAT reference documents, and advancing the digitalization of environmental regulation mechanisms.
