The Kazakh side was represented by K.B. Masenov, Managing Director and Head of the BAT Bureau of the JSC “International Green Technologies and Investment Projects Center”, and Abylaikhan Talgatov, Head of the Monitoring, Analytics and IER Department.

The meeting focused on Kazakhstan’s practical experience in transitioning industry to BAT principles. Kazakh experts shared their approaches to conducting comprehensive technological audits of enterprises, collecting and analyzing sectoral data, as well as the process of developing and applying BAT reference documents.

Particular interest was generated by the practical aspects of determining technological and environmental performance indicators for various industrial sectors and their subsequent use in modernizing enterprises and reducing the environmental impact of industrial activities.

The Uzbek side presented the ongoing work to improve the system of environmental impact assessment and state environmental expertise, as well as the development of national mechanisms for implementing BAT.

Another issue discussed was a joint project to create a digital BAT platform. The parties considered a possible implementation algorithm, including the development of a unified database of technological data, digitalization of BAT reference documents, and the creation of tools for comparative analysis of technologies used at enterprises.

It is expected that such a platform will make it possible to systematize information on technological processes and environmental performance indicators, improve the quality of decision-making, and create a digital foundation for the further implementation of BAT in industry.

The working program continued at the Green University venue, where an exchange of views took place with the participation of relevant specialists and experts.

The participants noted that the implementation of BAT should be viewed not only as a tool for environmental regulation, but also as a mechanism for technological modernization of industry, improving resource and energy efficiency, and reducing emissions, discharges, and waste generation.

The exchange of practical experience with Kazakhstan will make it possible to take into account already tested solutions when developing the national BAT system in Uzbekistan and move towards a more technological and preventive model of environmental regulation.
