Eight Public Hearings and Environmental Assessments Conducted for Projects in Navoi Region

In particular, in the "Yangiariq" mahalla of Karmana district, two projects were reviewed: the commissioning of a gas distribution station by O‘ZTRANSGAZ LLC and the construction of a driving training facility (autodrome) by Navoi City Educational and Sports Technical Center No. 2 of the Navoi Regional Council of the "Vatanparvar" organization.
In the city of Navoi, public hearings were held on the following projects: the establishment of a sodium hypochlorite production facility by ESO XIM PROM LLC, a knitwear garment factory by GRAND TEX GROUPS LLC, a pipe manufacturing workshop by SIFAT GOLD LLC, and an oxygen cylinder filling station by HAYITOV HOLMUROD LLC.
Additionally, an environmental assessment was conducted for the project to construct a sports hall on the premises of Secondary School No. 21, located in the "Muruvvat" mahalla, without expanding beyond the boundaries of the existing land plot.
In Tomdi district, public consultations were organized for the 300/600 MW Battery Energy Storage System (BESS) project being implemented by Masdar (United Arab Emirates). It was noted that the project aims to expand the use of renewable energy sources, improve the reliability of electricity supply, and reduce carbon emissions.
For all of the above-mentioned projects, Environmental Impact Statement (EIS) materials were prepared in accordance with the requirements of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 541, dated September 7, 2020.
During the public hearings, the project documentation was thoroughly reviewed, and the potential environmental impacts of the proposed facilities were discussed. Specialists from the Navoi Regional Branch of the State Center for Environmental Expertise examined the production technologies to be applied, compliance with environmental safety requirements, waste management practices, protection of atmospheric air and water resources, as well as the projects’ compliance with the current environmental legislation and standards.
The events were attended by experts from the Navoi Regional Branch of the State Center for Environmental Expertise, representatives of the project-initiating organizations, residents of nearby communities, and representatives of the relevant government authorities.
Following the hearings and assessments, the project initiators were provided with recommendations and explanations on minimizing adverse environmental impacts during both the construction and operational phases, strengthening environmental protection measures, ensuring proper waste management, and strictly complying with all requirements and conditions specified in the conclusions of the State Environmental Expertise.
The conducted public hearings and environmental assessments contribute to ensuring openness and transparency in the implementation of investment projects, expanding public participation in environmental decision-making, and achieving a balanced approach between economic development and environmental protection.
