- regulating the activities of defense industry enterprises, as well as organizing new production facilities, including through cooperation with domestic enterprises and foreign partners;
- ensuring technological independence in the defense industry, organizing the production of important military and dual-use products, as well as import-substituting and export-oriented products based on modern technologies;
- organizing the supply of special agencies with military and dual-use products and other material and technical resources produced at defense industry enterprises;
- formation of the state defense order and ensuring its implementation;

- implementation of military-technical cooperation with foreign partners, attracting foreign investment into the sector, as well as organizing the export (sale) of military and dual-use products (works, services) of defense industry enterprises;
- organizing and conducting research and development work aimed at mastering the production of military and dual-use products, new materials, components, and raw materials, and creating modern technologies;
- implementation of a unified technical policy, monitoring compliance with standards and product quality requirements, taking into account international experience in the development, production, repair, modernization, unification, adaptation, destruction (recycling), and processing of military and dual-use products, as well as their import and export;
- organization of training, retraining, and advanced training of scientific personnel, engineers, designers, and designers for defense industry enterprises.
