- According to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated November 15, 2022, No. 658 "On additional measures to regulate the use of unmanned aerial vehicles in the Republic of Uzbekistan", the importation is prohibited on the territory of the Republic of Uzbekistan except for transit with mandatory declaration in accordance with the established procedure, sale, purchase, storage, and use of unmanned aerial vehicles, components, and spare parts (HS codes 8802200001, 8802200002, 8802200008, 8803100000, 8803200000), except in cases of importation, purchase, storage, and use of unmanned aerial vehicles, components, and spare parts by the State Unitary Enterprise "Geo-innovation Center" of the Cadastral Agency under the State Tax Committee, the Ministry of Tourism and Cultural Heritage of the Republic of Uzbekistan, the State Unitary Enterprise "Directorate of the Charvak Free Tourist Zone", the National Commission of the Republic of Uzbekistan for UNESCO under the Cabinet of Ministers.
- By separate decisions of the Cabinet of Ministers, relevant ministries, departments, and business entities may be granted permits for the import, sale, purchase, storage, and use of unmanned aerial vehicles, components, and spare parts for them.
- Furthermore, if there is such a permit from the Government of the Republic of Uzbekistan, the applicant must, in accordance with the established procedure, obtain permission from the authorized body (Mininfocom) to use radio-electronic devices equipped with UAVs.
- With all the aforementioned permits in place, the applicant must submit an application to the Agency "Uzaviation" for registration and approval for the operation of the UAV.
- Upon registration and obtaining clearance to the operation of the UAV, the applicant can begin to operate the UAV after receiving permission from the Unified airspace management system authorities to use the airspace of the Republic of Uzbekistan.
- These requirements do not apply to aircraft models and toy aircraft models.
- Toy aircraft models can be used without the need for the aforementioned procedures and airspace use permits. Flights of toy aircraft models should operate at altitudes up to 50 meters, maintaining a distance of at least 150 meters from air approach path to airfields, at a safe distance from individuals, and under constant visual contact with the aircraft.
- Flights of aircraft models intended for educational, sports, cultural, and technical creativity events are conducted only in designated aircraft flight zones in accordance with the Airspace use regulations of the Republic of Uzbekistan.
- Due to the increasing demand of tourism of foreign tourists and representatives of foreign media and for the purpose of developing inbound tourism Resolution No. 658 of the Cabinet of Ministers of the Republic of Uzbekistan dated 11/15/2022 "On additional measures to regulate the use of unmanned aerial vehicles in the Republic of Uzbekistan" establishes the procedure for granting permission for the temporary import, storage, and utilization of unmanned aerial vehicles by foreign creative groups to produce photo and video materials showcasing the tourism potential of Uzbekistan. These permits are issued by the Civil Aviation Agency under the Ministry of Transport upon the request of the Ministry for Tourism Development of the Republic of Uzbekistan (email: info@motach.uz).
- The simplified process for obtaining these permits involves a foreign citizen to submit an official application to the Ministry of Tourism and Cultural Heritage of Uzbekistan or submitting application to the electronic platform of the "Uzaviation" Agency to obtain permission for the temporary import and usage of UAVs within Uzbekistan’s territory. Currently, the Information System "Unified Interdepartmental electronic platform for the submission and approval of applications from ministries and departments for the temporary import and use of unmanned aerial vehicles by foreign creative companies in the territory of the republic " is operating in test mode and aims to introduce users to its functionalities.
