In accordance with the financial agreement signed between the Government of the Republic of Uzbekistan and the Export-Import Bank of South Korea (EDCF), the Ministry of Higher Education, Science, and Innovation is implementing the project “Modernization of Material and Technical Base of Vocational Education Institutions.”
Project cost: 59.11 million USD, including 51.14 million USD of loan funds and 7.97 million USD from the Republic of Uzbekistan’s contributions.
Project implementation period: 36 months (2024-2027)
Project goal: Improving the quality of training specialists in various sectors of the economy (construction, agriculture, light industry, transport, and services) through the digitalization of vocational education, strengthening the information technology base of educational institutions, and integrating modern ICT into the educational process.
As part of the project implementation, a project implementation group will be formed at the Ministry of Higher Education, Science, and Innovation.
The Project Group Leader will manage the project implementation for the Ministry of Higher Education, Science, and Innovation.
Candidates for the position of accountant/finance officer are selected through a competitive process, and the most suitable candidate is hired based on an interview.
Qualifications for Candidates for the Position of accountant/finance:
- Higher education, at least a bachelor's degree in finance or economics.
- A minimum of five years of experience in projects in the field of vocational education and experience with large investment projects and cooperation with international financial institutions (IFIs).
- Experience in at least two similar projects and confirmation of their successful completion.
- Experience and knowledge of international financial institutions.
- Significant experience and proven ability to work as part of a team.
- Proficiency in the state language, Russian, and English.
- Experience using computer technology.
Responsibilities for Candidates for the Position of accountant/finance:
•Managing financial reporting for the project.
• Managing issues related to payments and withdrawal requests.
• Preparing financial reports for the project.
• Managing the external audit of the project’s financial reports.
• Coordinating the external audit within the project.
• Maintaining financial records, incoming/outgoing documentation, and material expenditures; handling cash operations and payroll calculations.
• Participating in inventory and audit checks.
• Monitoring changes in legislation to accurately calculate tax and insurance payments, make them, and submit tax declarations on time.
• Any other finance-related issues within the project.
• Adhering to the internal work schedule.
Working Conditions:
Contract form: Civil law contract (GPH)
Contract duration: 12 months. The contract may be extended based on a positive evaluation and/or recommendations from the employer regarding the effectiveness and quality of the employee’s (leader’s) performance. The total contract period is 40 months (2025-2028).
Working hours: Monday to Friday, 9:00 AM to 6:00 PM (lunch break: 1:00 PM to 2:00 PM)
The project implementation group will be provided with a workspace.
The Ministry of Higher Education, Science, and Innovation of the Republic of Uzbekistan, as the responsible agency for project implementation, is offering the job through a competitive process.
