Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan

In accordance with the financial agreement signed between the Government of the Republic of Uzbekistan and the Export-Import Bank of South Korea (EDCF), the Ministry of Higher Education, Science, and Innovation is implementing the project “Modernization of Material and Technical Base of Vocational Education Institutions.”
Project cost: 59.11 million USD, including 51.14 million USD of loan funds and 7.97 million USD from the Republic of Uzbekistan’s contributions.
Project implementation period: 36 months (2024-2027)

Project goal: Improving the quality of training specialists in various sectors of the economy (construction, agriculture, light industry, transport, and services) through the digitalization of vocational education, strengthening the information technology base of educational institutions, and integrating modern ICT into the educational process.

As part of the project implementation, a project implementation group will be formed at the Ministry of Higher Education, Science, and Innovation.
The Project Group Leader will manage the project implementation for the Ministry of Higher Education, Science, and Innovation.

Candidates for the position of manager will be selected through a competitive process, and the most suitable candidate will be hired based on an interview.

Qualifications for Candidates for the Position of Manager:

1. Higher education, at least a bachelor’s degree in finance, economics, engineering, or related fields.
2. At least 10 years of experience in project management in the field of professional education and experience in working with large investment projects and cooperation with international financial institutions (IFIs).
3. Experience in at least 2 similar projects and confirmation of successful completion of these projects
4. At least 5 years of experience in the higher education sector.
5. At least 6 years of experience working with international financial organizations.
6. Proficiency in the state language, Russian, and English.
7. Experience in using computer technology.

Responsibilities: The main tasks of the Project Group Manager include: ensuring project implementation, regular monitoring, identifying and addressing problems, preparing proposals for the Ministry of Higher Education, Science, and Innovation’s leadership on problem-solving and elimination, conducting financial control within the project, overseeing procurement, ensuring project implementation, defining strategic measures to achieve set goals, and performing additional tasks related to the project.
The Project Group Leader reports to and is accountable to the Project Leader, and follows the internal labor regulations.

Working Conditions:

Contract form: Civil law contract (GPH)
Contract duration: 12 months. The contract may be extended based on a positive evaluation and/or recommendations from the employer regarding the effectiveness and quality of the employee’s (leader’s) performance. The total contract period is 40 months (2025-2028).
Working hours: Monday to Friday, 9:00 AM to 6:00 PM (lunch break: 1:00 PM to 2:00 PM)
The project implementation group will be provided with a workspace.
