Selection competition held for candidates for the Presidential State Scholarships

A total of 72 applications were submitted through the stipendiya.edu.uz portal. Following a preliminary review, the documents of 68 applicants were found to meet the established requirements and were accepted for consideration.
According to the established procedure, testing was conducted on 23 December 2025 at the Knowledge and Skills Assessment Agency. A total of 65 applicants took part in the tests.
Distribution of applications by fields of science:

Natural and exact sciences — 19

During the tests, applicants’ knowledge and competencies in information technologies, foreign languages, and the history of Uzbekistan were assessed.
The final stage of the competition was held on 25–26 December 2025, during which 65 applicants presented their scientific research projects.

The main criteria for awarding the Presidential State Scholarships to basic doctoral students include:

at least two scientific articles published in leading academic journals;

knowledge of the history of Uzbekistan;

publications in international conference proceedings and printed scientific editions;

all qualification exams passed with excellent grades;
-
dissertation readiness of at least 70 percent;
-
proficiency in the state language and at least one foreign language (if the bachelor’s or master’s program was in a foreign language, knowledge of an additional foreign language is required).
Applicants also undergo a special test conducted by the Knowledge and Skills Assessment Agency.
A special selection commission consisting of leading scholars and experts has been established to organize and evaluate the competition process.
The final selection of candidates is carried out by secret ballot of the commission members. If at least two-thirds of the participating members vote in favor of a candidate, he or she is recommended for the Presidential State Scholarship.
If the number of candidates exceeds the established quota, priority is given to those who receive the highest number of votes.
Each applicant delivers a 5-minute presentation on their dissertation research, followed by 5 minutes for questions and answers, with a total time limit of 10 minutes.
Special ballots are distributed to commission members for voting, and a counting commission is formed to tabulate the results.
