Uzbekistan and Belarus sign a memorandum of cooperation in the field of environmental expertise

The memorandum aims to strengthen bilateral relations, promote scientific and practical cooperation, and enhance the professional capacity of specialists in the fields of ecological expertise and ecological impact assessment (EIA).
During the event, both sides emphasized the importance of further strengthening partnerships in ecological protection and implementing joint initiatives in the field of sustainable development. The Memorandum outlines key areas of cooperation, including the improvement of ecological expertise and EIA procedures, the development of educational programs and professional training, the introduction of modern digital solutions and innovative methods in expert activities, the conduct of joint scientific research, and participation in international projects and ecological initiatives.
“The signing of this Memorandum between our Centers is not just a formal step but the beginning of long-term and meaningful cooperation aimed at exchanging experience, developing joint initiatives, and strengthening capacity in the field of ecological expertise and ecological impact assessment. We highly appreciate the achievements of our Belarusian colleagues — the Republican Center of State ecological expertise and training under the ministry of natural resources and environmental protection. Your school of expertise, methodological base, and professional training system are rightly recognized in the region and serve as a model for many countries. In Uzbekistan, we are actively building a modern system of environmental management. This year, the new Law ‘On Environmental Expertise, Environmental Impact Assessment and Strategic Environmental Assessment’ came into force, a digital platform was launched, and training programs for specialists are being implemented. We are confident that the experience of the Belarusian side will contribute to strengthening ongoing reforms and enhancing their effectiveness”, said Gayrat Mukhamedov, director general of the center of State environmental expertise.
The document sets out key principles of cooperation — equality, mutual benefit, knowledge sharing, and professional capacity development of experts. The partnership provides for the exchange of scientific and methodological information, joint conferences, seminars, and working meetings, as well as the organization of training programs, experience exchanges, creation of working groups, and development of digital tools for environmental expertise.
The Memorandum imposes no financial obligations on the parties and is valid for five years with the possibility of automatic extension. Its implementation will strengthen institutional cooperation between Uzbekistan and Belarus in the field of environmental expertise, create conditions for sharing experience and best practices, and foster joint scientific research aimed at ensuring ecological safety.
