The event was organized at the initiative of LLC “INDEX Consulting Company” as part of the preparation of the Environmental Impact Assessment (EIA) project, in accordance with the requirements of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On further Improvement of the environmental Impact assessment mechanism.”
The hearings were attended by representatives of the Ministry of Construction and Housing and Communal Services of the Republic of Uzbekistan, an inspector from the Kuyichirchik district office of the Main Department of Ecology and Environmental Protection of the Tashkent region, representatives of the Kuyichirchik district hokimiyat, JSC “Uzsuvtaminot,” the Center for State Ecological Expertise, the Sanitary and Epidemiological Service, as well as residents of the Surum district.
The main purpose of the event was to provide the public with detailed information about the planned activities, to hold an open and constructive discussion of the potential environmental and social impacts of the project, and to collect proposals and comments from all interested parties.
During the hearings, specialists from LLC “INDEX Consulting Company” presented the content of the project. According to the presented data, the construction of a modern sewerage system and treatment facilities is planned in the Surum district. These facilities aim to improve the sanitary and hygienic conditions of the population, ensure environmental safety, and treat wastewater in accordance with environmental standards.
The construction will be carried out using modern technologies, and the pipelines and infrastructure components will be designed in accordance with international standards. The goal of the project is to modernize the sewerage system in the region, reduce the negative impact on natural resources, and protect public health.
Residents of the Surum district also actively participated in the discussion and voiced their concerns. In their opinion, the location of the treatment facilities in close proximity to residential areas may lead to air pollution, the spread of unpleasant odors, contamination of groundwater, and other environmental issues. Additionally, they noted that the project could negatively affect the sanitary conditions of the mahalla and pose a threat to public health.
Similarly, residents pointed out insufficient awareness about the project and criticized the fact that their opinions were not taken into account during the decision-making process. They emphasized the need for a more thorough study of the issue, including the mandatory consideration of alternative site locations, taking into account the interests of the local population.
For reference: the "Surum treatment facilities" project will be implemented in the territory of the Kuyichirchik district. The sewerage networks will cover the areas of the Sergeli, Bektemir, and Yangihayot districts, which will later be connected to this facility. The total area of the project is 213 hectares, and the preliminary planned capacity for wastewater treatment is approximately 1.5 million cubic meters per day.
