Memorandum Signed Between Uzbekistan and Italy

This document represents an important step toward the consistent implementation of modern digital technologies and AI-based solutions within Uzbekistan’s environmental expertise and environmental impact assessment framework.
The signing ceremony was attended by G. Mukhamedov, Director General of the Center for State Environmental Expertise; G. Magro, President of the Italian Chapter of the International Association for Impact Assessment; as well as representatives of the Italian Ministry of Environment and Energy Security and the Organization for Security and Co-operation in Europe (OSCE).
The Memorandum is being implemented within the framework of the international “Permitting 5.0” concept promoted by IAIA and based on the use of artificial intelligence and the Environmental Governance Platform (EGP). This system is aimed at enhancing the transparency, quality, and efficiency of environmental impact assessment processes in line with international standards.
The Memorandum identifies the following priority areas of cooperation:

Integration of artificial intelligence tools into the Center’s existing digital system to automate the analysis of environmental documentation, conduct preliminary project assessments, and forecast cumulative environmental impacts;

Implementation of pilot initiatives to test the latest technological solutions in the field of environmental expertise;

Development of a national methodology and practical guidelines for incorporating artificial intelligence into environmental assessment processes based on international experience;

Organization of international training programs, webinars, and overseas professional development opportunities for specialists of the Center for State Environmental Expertise in the fields of digital and information technologies.
The Memorandum has been signed for a period of five years and reflects the alignment of the parties’ long-term strategic objectives in this area.
The implementation of this initiative will contribute to the development of a green economy in Uzbekistan, improve the investment climate in the field of environmental protection, and further strengthen international confidence in the country’s ongoing environmental reforms.
