Ecological expertise and public hearings in the Fergana region

In particular, on February 11, 2026, a field inspection was carried out for the project titled “Environmental Impact Statement” at the stage of land selection for the installation of a container-type gas station (CGS), planned by LLC “Petro-Oil Industry” on a vacant land plot located at: Fergana city, Madadkor MCG, 8 Nurafshon Street.
During the review, the potential environmental impact of the project was assessed, and while preparing the environmental expertise conclusion, the customer was presented with requirements established by legislation. In order to ensure systematic control over compliance with these requirements, relevant instructions were issued to the city environmental inspection authority.
A field inspection was also conducted for an environmental project related to the installation of additional propane fueling equipment at the gas station of LLC “Oyxon Oygul Fayz”, located at: Fergana region, Altyaryk district, Mirfozil MCG, 103 Amir Temur Street. It was established that a positive conclusion of the state environmental expertise No. 34 dated January 15, 2024, had been obtained for the construction of this facility, and that the requirements for reducing environmental impact during construction and operation stages had been met. Additional explanations were provided to the responsible personnel of the enterprise regarding atmospheric air protection requirements and safe operation.
In addition, a field inspection and monitoring of the activities of the milk and dairy processing workshop of JSC “Vodiy Sof Sut”, located at: Fergana region, Tashlak district, Guzarboshi MCG, 88 Guzar Street, were conducted. The event was attended by the leading expert of the Fergana branch of the State Institution “Center for State Environmental Expertise” R. Mamadaliev, the head of the design organization PE “SSMEKOLOYIHA” E. Abdullaev, and the enterprise representative M. Shokirov.
During the inspection, compliance with the requirements specified in the “Statement on Environmental Consequences” (SEC) submitted for state environmental expertise, as well as in the environmental expertise conclusion No. 01-02/12-5220 dated January 25, 2025, was monitored. It was established that wastewater generated during milk processing is collected in a concrete reservoir with subsequent timely removal, and that procedures for the placement and disposal of substandard dairy products have been organized.
In accordance with Paragraph 11 of Article 17 of the Law of the Republic of Uzbekistan No. ZRU-1036 dated February 24, 2025 “On Environmental Expertise, Environmental Impact Assessment and Strategic Environmental Assessment,” explanatory work was carried out emphasizing that the customer of environmental expertise is obliged to comply with the environmental requirements specified in the conclusion.
Furthermore, in accordance with the requirements of Resolution No. 541 of the Cabinet of Ministers of the Republic of Uzbekistan dated September 7, 2020, public hearings were held on February 12, 2026, in the territory of Bedarak MCG of Baghdad district regarding the activities of a poultry farm designed for 30,000 birds, organized by LLC “KARAVAN ZEROMAX.”
The event was opened by Deputy Hokim of the district U. Yigitaliev, who highlighted the work being carried out in the country to support entrepreneurship, create jobs, and provide the population with quality food products. The project initiator — farm manager Sh. Khoshimov — presented in detail the parameters of the planned facility, production capacity, applied technologies, and environmental protection measures.
Specialists of the Fergana branch of the Center for State Environmental Expertise explained the procedure for conducting public hearings, the rights of participants, and the process of undergoing environmental expertise for the project.
