During the discussions, it was emphasized that all technical equipment operating at existing enterprises must strictly comply with project documentation. It was noted that many enterprises have installed additional technical devices not included in the approved design. The installation of extra tanks or reservoirs at propane and gasoline stations was stated to be strictly prohibited.
The seminar also underlined the importance of regular certification for company managers and engineering-technical personnel in accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated January 21, 2025, “On Improving the Procedure for Certification of Managers and Engineering-Technical Employees of Organizations Operating Hazardous Production Facilities.” Senior managers must undergo industrial safety training once every five years at the specialized educational institution “Kontekhnazorat O‘quv” and receive official certificates. Engineering-technical employees are required to update their knowledge every three years, while workers must be tested annually.
Furthermore, in accordance with the Cabinet of Ministers’ Resolution No. 784 of October 2, 2018, “On the Procedure for Conducting Industrial Safety Expertise and Issuing Expert Opinions,” all technical devices that have been in operation for more than 20 years are subject to mandatory industrial safety examination and must obtain an official expert conclusion.
It was also highlighted that the Committee for Industrial, Radiation, and Nuclear Safety operates a state registry of hazardous production facilities through the website ekotizim.cirns.uz, established under the Cabinet of Ministers’ Resolution No. 291 of May 19, 2020, “On the Procedure for Registering and Maintaining the State Registry of Hazardous Production Facilities.” This system allows enterprises to monitor the condition of their technical equipment, inspection schedules, and registry data online. The digital platform provides a convenient, transparent, reliable, and free tool to track inspection deadlines and prevent industrial accidents.
At the end of the seminar, participants received detailed answers to their questions on ensuring safety at hazardous production facilities, particularly regarding the structure and safe use of pressure vessels. The participants agreed to regularly hold similar seminars and strictly adhere to the safety measures discussed during the event.
